The Algorithm of Decision Making Process in Scientific Digital Direct Democracy (SDDD):

1. The discussion and logic – Conclusion can be reached by direct democratic participation

2.  The scientific Method – Conclusion will be reached by following the basic steps of scientific method

a. State the problem

b. Gather information

c. Form a hypothesis (Predict the outcome)

d. Test the hypothesis (Development of experimental procedure to test the hypothesis)

c. Record and analyse the data

e. State the conclusion

f. Repeat the work

The scientific method of decision making process can be used as a tool to enhance the accuracy, efficiency and swiftness on direct democratic decision making process. The scientific method will vastly reduce the complexity of direct democratic process. The uses of scientific methods on technical issues are much more effective and efficient than the use of discussion and logic. In fact, technical issues are the only issues that can be used scientific method.

Firstly, the public must decide which technical issues that should use the scientific method.

Secondly, the public must create specific value framework upon technical issues that use the scientific method.

Thirdly, the scientific method can be used within the value framework which created by the public. Thus decision can be arrived at unbiased, fairly manner without influence of technocrats and human opinion. The rest of issues, we have to use discussion and logic method (human opinion). The widest public participation is necessary to have the best consensus decision making that acceptable for vast majority of the public. Initially public must create general value framework upon all the issues. The general value framework may call human rights, individual freedom or secular humanist principles.

The issues of the society can be resolved by two main methods that above mentioned. Thus issues can be divided into two categories. 

1. The opinion based issues – Only use discussion and logic

2.  The technical issues – Use scientific method or discussion, logic or both method together

The opinion based issues: Finance, security, justice, foreign affairs and internal affairs

The technical issues: Energy, agriculture, industries, transportation, education, health and environment

There would be moderation software or moderation team that publicly elects to manage decision making process to moderate, sequencing, prioritize the policies and to check the policy compatibility with the general value framework before implementation.

The moderation software or moderation team would check the technical policy compatibility with specific value framework of technical issues before implementation.

The moderated policies would be voted by the people before implementation. Thus, the people have the decision making power on all the technical and opinion based issues. 

The most of the vital issues of the public are technical. Gradual increase application of scientific method in technical issues enhances the accuracy, efficiency and effectiveness of decision making process that lead to much fairer, advance and environmentally friendly society.

The first two year plan:

Peg the Canadian dollar to SDR(special drawing rights) and Chinese Yuan (renminbi). Impose capital outflow restriction on all the transaction except import, export and education in foreign countries.

Every corporation, banks, private schools, universities, hospitals and energy will be controlled by publicly through SDDD (Scientific digital direct democracy) system. When people unable to use SDDD system, due to lack of knowledge or disability then they could use Liquid Democracy. Thus there will be no representative democracy, political parties and politicians on decisions making process.

Temporary Grant will be offered to every adult of the state. On top of temporary grant, flat rate salary will be paid to public own industry, service and agriculture sector workers.

The universities and industries will be collaborated to research and develop the vertical farms (hydroponics, aeroponics and aquaponics farming). Furthermore universities and industries will be collaborated to automate the industries, service sector and transportation. (Maglev and vactrain technologies)

The scientific method of decision making will be applied to the fullest extent on technical issues. Start the development of Data Metric Participatory Economics prototype city.

The second three year plan:

Free food will be available for people due to vertical farm development of the cities.

Free energy will be available for people due to renewable energy development of the cities.

The availability of free food, free water, free energy and transportation would lead to reduction of money supply.

The third five year plan:

The complete development of Data Metric Participatory Economics prototype city.

The development of Data Metric Participatory Economics  cities across country would lead to migration of people to new cities that don’t use money. The technology will freely available for all the citizens of world.
