I am a fellow in Economic Studies at the Brookings Institution and policy director for the Hamilton Project. Prior to joining Brookings, I worked at the U.S. Department of the Treasury in the Office of Economic Policy. I received a Ph.D. in economics and public policy from the University of Michigan, Ann Arbor. My research interests include labor economics and public finance, with a particular focus on labor market institutions. I am also an adjunct instructor at the University of Maryland.
