The Rhode Island Higher Education Training Consortium (RIHETC), established in 2005, is dedicated to providing the higher education workforce with the training they need to succeed, while affording opportunities to network with colleagues from other area institutions. The Consortium offers comprehensive programs designed to address mutual needs within the member institutions while providing economies of scale and cost-sharing opportunities.
Fees:
Membership Fee – The annual membership fee will be determined each year by the members of the Consortium to be set in December for the next fiscal year. The membership fee will cover the cost of administrative support required for the effective delivery of training programs.
Program Fees – Program fees will be established for each training program offered by the Consortium based on related expenses of offering such program. Programs will be offered to non-member institutions at Member Fee plus 20% to cover administrative costs. Program fees may cover attendance, materials, and meals.
Roles and Responsibilities:
Consortium – The Consortium will be comprised of representatives of Member Institutions.
Member Institution – All higher educational institutions in Rhode Island will be provided the opportunity to become a member of the Consortium. A member institution will be determined based on the contribution of the annual membership fee.
Program Committee – The Program Committee may be comprised of at least one representative from each member institution; however, the institution will have one vote. The Program Committee will be responsible for guiding program development and offerings. In addition, Program Committee members may periodically audit the offered courses to ensure expectations of the program are being delivered, and may review contracts for each facilitator to determine appropriate content, duration of the program and pricing. The Program Committee will meet, at minimum, once per quarter.
Consortium Chair – The Consortium Chair will be responsible for ensuring that all Consortium business is in keeping with the spirit and intent of the collaborative effort. The Chair will also be responsible for scheduling and developing the agenda for all Consortium Committee meetings and will serve as the primary liaison with the Consortium Training Coordinator. The Consortium Chair responsibility will rotate every two years. The Consortium Chair can be a volunteer from the Program Committee or will be assigned based on alphabetical order.

Future Consortium Chair will be based on alphabetical order beginning with Rhode Island College, unless another Committee member volunteers.
Consortium Training Coordinator – The Consortium Training Coordinator is accountable for providing coordination, logistical support, and related administrative support, including accounting of fees and year-end reporting, required for the effective delivery of training programs offered by the Consortium. The Consortium Training Coordinator will work collaboratively with the Consortium Chair as well as training liaisons for other participating institutions of higher education. The Consortium Training Coordinator will serve as a non-voting member.
Program Registration and Cancellation:
Registration – Each member institution will be guaranteed a minimum number of seats for each training session offered by the Consortium based on the maximum capacity of said program. If a member institution has not filled their guaranteed slots during the first 2 weeks of registration, the available seats will be offered on a first come, first serve basis to other member institutions during the third week of registration. If all seats are not filled third weeks after the start of registration, the available seats will be offered to non-member institutions on a first come, first serve basis.
Registrations and program fees will be coordinated and collected by the Consortium Training Coordinator and billed directly to the member institution.
Cancellation – Member institutions may cancel, in writing to the Consortium Training Coordinator, a participant registration for a full refund if such written notice is received at least 15 days prior to the scheduled session; cancellations received within 14 days prior to the scheduled session will be non-refundable. All non-member institutions registrations will be non-refundable. All registrations will be transferable within the registered participant’s institution unless otherwise stated in the program description. Such transfers must be communicated in writing to the Consortium Training Coordinator no later than 48 hours prior to the scheduled program.
Should a scheduled program need to be cancelled due to unforeseen events, participant registrations will be fully refundable.
