Introduction
This is a first draft of a history of the Powell family so that those who are interested can read it and, hopefully, correct mistakes and fill in gaps. It collects together what has been found out so far but includes some information on earlier generations that is not proved conclusively at the moment - I will try to include the sources of information, either in the text or by a number in square brackets that refers to the list of sources at the end, and make it clear when I am not certain about the deductions that are made.
There are various ways of writing up family histories - starting from the earliest date and working forward, starting with a recent date and working back, tracing all the descendants of a person, taking an individual and tracing all his or her ancestors or just looking at an individual and his family.
Although history happens from an early date and works forward the problem with writing this way is that the earliest information is usually vague and confusing and in family history you should always start with what is certain and work back to less definite facts.
Another problem in family history books is the number of unfamiliar names and the jumble of relationships and dates which makes it easy to get confused.
I have tried to avoid these problems by starting with Timothy Frank Powell (1861-1935) as he is the most recent common ancestor of those family members who are likely to see this booklet and recent enough for them to be able to work out their relationship to. I will look at his family and, briefly, his descendants. Then I will trace his family back as far as I can at the moment and finally do the same with his wife's family.
I will try to identify other characters in the book by their relationship to Timothy in the hope that it makes it easier to follow - Timothy was a surprisingly rare name in the past so there is no chance of him being confused with other characters, unlike Stephen in this family which is confusingly common. For me he also seems an appropriate place to start as it is where I started my own research.
As I said above, one of the reasons for writing this up is so that people can make corrections and additions so please let me know if you can add or correct anything (including grammar and spelling). I would also be interested in hearing from anyone who is interested in taking this story further and lives in the area as I usually have things that I want to check or look up in the area but rarely have the opportunity.

James Powell had started looking at the Powell family and had collected useful information on the family but had been unable to find a birth certificate for his grandfather, Timothy Frank Powell, in the Herefordshire records. There could have been a number of reasons for this - he may not have had a birth certificate (it wasn't compulsory until 1875 though most people did), a mistake could had been made in indexing it or he could have been born outside Herefordshire - this seemed the most likely reason. The next step was to search the national indexes in London which would normally be quite difficult for a surname as numerous as Powell but Timothy had a middle name which was not so usual then and should make the search quite easy provided he hadn't added the name later in the century as some people did when middle names became more popular.
Before starting the search I had further help from Tom Roberts who thought that the Powells had come from Essex and were builders. Without this information I might have doubted what I found but all the facts I had been given were correct and I was able to go straight to the relevant entry in 1861. To be certain that there wasn't a second possible entry, I searched five years either side for others and was surprised to find that Timothy was so rarely used in Victorian times that there were no other Timothy Powells registered during those ten years in the whole of England and Wales.
Timothy Frank Powell was born to Stephen and Elizabeth Powell on 7th July 1861 at West Thurrock in Essex. His father was a Master Wheelwright [1] and he was the seventh child of eight as far as I know [2]. West Thurrock is on the Thames Estuary and nowadays is an old industrial area but it was probably more rural at that time - in the 1861 census, where Stephen is described as a Master Carpenter and Wheelwright employing one man, their immediate neighbours seem to be an Agricultural labourer, a Millers servant and a retired farmer (aged 42!).

Timothy's parents had married almost exactly twenty years earlier on the 1st of July 1841 at the little village of Orsett, about five miles from West Thurrock and a little in land - a pretty village in a flat rural setting.

The 'full age' on their marriage certificate means 21 or over and, though their exact date of birth is not known, I think that this was about the time of Stephen's 26th birthday [2,3] but Elizabeth was probably only just twenty if the ages she gave in the subsequent census returns were correct [2,4]. We can only speculate on why she claimed to be 21 - I think she was living with her mother at the time who could have given consent to an under age marriage or, presumably, could have prevented an under age marriage if she had wanted to. If it was her mother then she did not sign the marriage certificate as a witness so we do not know whether she was at the wedding or not. The subject is open to speculation but there is no evidence to shed light on it.
We might think that being a servant was a lowly profession but this may not have been the case and it was one of the few openings available for a single girl. Similarly her father being a servant could mean anything from a labourer to a responsible position in a large household.
Both Stephen and Elizabeth could sign their names which was often not the case and indicates they had some education.
Before their marriage Stephen was in lodgings with another Wheelwright, John Harper, who was one of the marriage witnesses, and William Smith aged 11 whose profession is given as errand boy. The profession of both Stephen and John is given as "J Wheelwright" in the 1841 census and I think the J stands for Journeyman - this term does not mean that they travelled around but that they worked on a day to day basis for Wheelwrights or other people - they may have always worked for one person but their employment could be terminated without notice.
Elizabeth had been a servant in the house of Henry Sacket, a farmer in Orsett. The house was divided into three parts and she lived in one part with Ann Zachary aged 50-55, who I presume was her mother, and James Spearman another servant aged 70-75. The farmer, aged 35-40, lived alone in another part, presumably the main part, and three more servants, one male and two female, lived in the final part - It is likely that some of these servants worked on the farm.
I do not know anything about Timothy's brothers and sisters other than what is given in the ten yearly census returns. The first four children were born at Orsett in the eight years following Stephen and Elizabeth's marriage and then they moved to West Thurrock village some time between 1848 and 1851. By the 1861 census two more children have been added to the family but two of the older brothers are not there - they would have been 19 and 14 so they could have left home, could be away temporarily or could have died.
Timothy was born soon after the 1861 census was taken and their last known child was born five years later - it is possible that they had other children who died young and aren't mentioned in any of the census returns.

The Complete Family
The census Returns show the progress of Stephen in his profession - 'J Wheelwright' (1841), Wheelwright (1851), Master Carpenter and Wheelwright employing one man (1861) and Builder, Wheelwright, Smith etc employing two men (1871).
For the 1871 census Stephen Powell was one of the local census enumerators - the instructions with the census describe the requirements for an enumerator as follows : 'He must be a person of intelligence and activity; he must read and write well, and have some knowledge of arithmetic; he must not be infirm or of such weak health as may render him unable to undergo the requisite exertion; he should not be younger than 18 years old or older than 65; he must be temperate, orderly and respectable, and be such a person as is likely to conduct himself with strict propriety, and to deserve the goodwill of the inhabitants of the district'. (One interesting change in the census between then and now is that now the enumerators are not allowed to collect information in their own area - in 1871 it was thought that people would be more willing to be open and honest with someone they knew and respected, now it is thought that it wouldn't be easy to find local people who would be respected and trusted by all the local residents and people are more willing to give the information to a stranger).
By the time of the 1881 census Stephen and Elizabeth had moved to Herefordshire with Timothy and his elder sister Jane. They were farming 100 acres at Ton Farm, Clifford, two and a half miles north east of Hay-on-Wye. I do not know what happened to the rest of the family - some of them had presumably married and stayed in Essex, others may have moved to Herefordshire with the family but had left home by 1881.

Timothy and Hannah's Marriage Certificate
In 1885 Timothy married Hannah Sarah Price, the youngest daughter of a local farmer, at Hardwick Church. They initially lived at Clifford where their first daughter Elizabeth (known as Lily) was born and then they moved to Home Farm at Dulas where Rose wes born. It was here that they probably got to know the Roberts family at Grosmont though they may already have known each other through being involved in non-conformist chapels. (Did the Powells join the chapel at Grosmont?). At about the same time as Timothy married, John Roberts junior married Sarah Jane Price and moved from Grosmont to Whitchurch so I don't know how well they knew each other at that time though they were certainly good friends later.
Timothy's father, Stephen, died in 1889, at Barberry House, Clifford, aged 74, and is buried at Clifford[5].
Sometime between 1888 and 1890 Timothy and Hannah moved from Dulas to Tump Farm, Fownhope, where their first son, Frank, was born in 1889 or 1890, but Frank died there when he was quite young (age two years?).

Timothy and Hannah's second son, Stephen, named after his Grandfather, was born at Fownhope on the 26th of June 1894 [6].
Soon after this, probably in 1895 [7], they moved to Fawley Court and then to Ballingham Court in 1900 - Timothy took on Ballingham Court on the 2nd of February 1900 and relinquished Fawley Court on the 29th of September 1900 [8]. I do not know the exact date on which the Roberts family moved to Much Fawley (and they may have farmed at both Much Fawley and Trebandy House, Marstow, for a while) but they were there by 1905. The Bellamys had farmed Much Fawley and they moved to Fawley Court so it is possible that the Roberts' moved to Much Fawley in 1901 or 1902 when the Powells moved from Fawley Court. [7,9]
The family grew up at Ballingham Court - Lily married Henry Herbert Carter (Bert); Rose married Floyd Aubrey Roberts at Henry Street Chapel in Ross on the 4th of June 1912; and Stephen married Edith Pugh. It is here that my information starts to run out as I have concentrated my research on the earlier family - I hope someone can fill me in on the details of their marriages, lives and families.
Hannah died at The Laurels, Ballingham, on the 18th of May 1922, aged 69, and was buried at Ballingham Church and Timothy died on the 16th November 1935, aged 74, and was buried alongside his wife. I'm sure that family members can tell me more about their later years that I could add here. [7,11]

I have tried to find out a bit about the family farms - Timothy's children and grandchildren seem to have moved between a number of farms in a confusing way which can probably be clarified by other family members. As I understand it Stephen Powell junior farmed at Oakfields but when Harewood Estate was sold some of the land was bought and Stephen moved to Hollington so Bert and Lily bought Oakfields. Aubrey Roberts was farming Bromley Court when he married Rose and they stayed there until they bought The Elms at Tibberton in 1936, originally with the intention that Leslie Johns, a cousin, would farm it but moving there themselves when he didn't. Their son Frank stayed at Bromley Court and married soon afterwards. Leslie Johns took on Oakfields and Bert and Lily moved to Ballingham Court. The Roberts family moved to Fawley Court in 1939 and Mary married Wilfred Keene from there in January 1940 - they initially lived at Wantage, Oxfordshire but later they moved back when they bought Hollington. Apologies for any errors in this - I'd be interested in any corrections and more details about dates, size of farms, type of farming done etc as well as more general information about the families.
This is as far as I can go in this direction - I have summarised the story so far in the family tree and will now return to Timothy Powell's father, Stephen, and trace his family back.
Most of Stephen Powell's life has been covered above but two areas remain - his life before he married and why he moved to Herefordshire.
Timothy was born and grew up in Essex so the move to farming in Herefordshire was a major change for him but the census returns say his father was born at Whitney, Herefordshire, in 1815 or 1816 (though one supervisor incorrectly changed this to Witney in Oxfordshire) so for Timothy's father the move to Clifford was a return to his home area.
Stephen was born before birth certificates started in 1837 so the earliest record we have for him is his christening. The only christening of a Stephen Powell that I have found in the area is at Whitney, four miles north east of Hay, on the 9th of July 1815, son of Stephen and Hannah Powell. (Here the repetition of names becomes confusing with this being the second Hannah and third Stephen in the story).
Up to this point we have census returns to give the names of fathers and confirm relationships of family members but Timothy's father, Stephen, had left home before the first useful census in
1841 so we do not have this information to confirm that this parish register entry is the right ones - it is possible that two Stephen Powells were born in Whitney in 1815 with only one being christened and the entry we have is not for our Stephen Powell - but, in the absence of any other information we have to assume that this is our entry. Since Stephen is not a common name it seems a fairly safe assumption in this case. This problem applies to all relationships based only on parish registers which is the case for most of the remaining, earlier, generations.
Stephen's exact date of birth is not known but from the the age he gave in census returns he could not have been born before April 1815.
A Stephen Powell married Hannah Thomas at Whitney on the 2nd June 1810 and no other appropriate marriage entry is found in local parish registers so this is presumably Stephen's parents (Timothy's grandparents). The census returns and christenings in this and surrounding parishes produces a list of their probable children and an indication of their movements over the following years.
As indicated in the tree below, Stephen senior and Hannah had eight children that I know of. In the indexes there is also a John son of Stephen and Elizabeth christened in 1812 and buried in

1812 at Whitney - there is no other reference to another Stephen in the area so this could be a mistake or Hannah using a second name, which I have come across before, but it could be another family living in the area.
The first son, James, was christened at Whitney on the 11th of November 1810, just 5 months after the marriage. This was far from uncommon in Victorian and earlier times and about one third of brides are thought to have been pregnant when they married. In an age without an old age pension or other government support children were the best possibility of support in old age or infirmity so couples would often not marry until a child was on its way. (This gives a different slant to the idea of 'Victorian family values' that has been so often talked about in recent years).
From the places of birth of their children, Stephen and Hannah seem to have stayed at Whitney for about six years and then moved to Eardisley. From there they moved to Brilley some time in 1826 or 1827.
Stephen Powell senior was a farmer but I do not have any information about his farms before he was farming Green Farm at Brilley which, apparently, he owned [10] and which was given as 36 acres in later census returns - this seems small today but I think don't it was for that period. He was also a weaver according to his son Robert's marriage registration.
I think he was a Dissenter which is why I suggested earlier that it was possible that the Powells knew the Roberts family through their non-conformist chapel connections before the Powells moved to Dulas. (This information was sent to me by another researcher of Powells in the area and I have not been able to check it for myself). It is not particularly surprising that the Powells had their children christened at the parish church when they were non-conformist as this was a common practice and at some times a legal requirement.

Stephen Powell senior died in 1828, aged 39, [10] when their eldest son was 17, youngest daughter 1 and Stephen junior was about 13; His wife and sons continued farming at Green Farm. By the 1841 census Stephen junior, Timothy's father, had moved to Essex but the rest of the family seem to have stayed in the area as the subsequent census returns show.

Brilley (Brilley Green Fm) - 1841 Census
Hannah continued at Green Farm until her death, 36 years after Stephen. She is listed as the owner of the farm in the Tithe Commutation Returns in 1840. Hannah died, aged 75, in 1864, and I think she is buried at Brilley. [10]

Their first son, James, did not marry and remained at Green Farm all his adult life living with his mother until her death, his sister Jane all his life and sometimes other relatives. The farm was given as 36 acres from 1851-1881 (and other years don't give a size). He died in 1893 aged 83. [10]
The next son, Timothy, seems a bit more successful as he had 170 acres at Lane Farm, Brilley, though he didn't move from home until he was in his late 30's or early 40's. He also didn't marry and was living at one time with a sister as a housekeeper and later with various servants and a niece as housekeeper. He farmed at Lane Farm until 1872 [10]. Perhaps Timothy Frank Powell was named after this uncle.

Stephen, Timothy's father, was the next son and has already been covered. We will probably never know why he moved to Essex or how often he visited Herefordshire while there; the railways would have made it increasingly easier to travel home during those years and since he seems to have been educated I assume he would also have written letters home.
The first daughter, Hannah, didn't marry though she doesn't seem to have stayed at home or in the immediate area when she was young. I haven't found her in the area until 1861 when she was housekeeper for her brother Timothy; ten years later she was housekeeper for James.
Robert is the only brother of Stephen's who married and had a family. I have not followed him up very much but he seems to have married at Brilley in 1845 to Mary Price who was born at Brilley. In the marriage register his father's occupation was given as weaver which Stephen snr presumably combined with farming. Robert and his wife's father were both shoemakers so perhaps Robert had been apprenticed to him but this is only a guess.

I do not know his complete family but the tree below gives the children that we know of from the above census returns assuming that the nieces and nephews must have been his children - there are presumably a lot more children between Jesse & Ruth and Ruth & Robert. He was in Brilley for the 1851 census, when he was a shoemaker, but not for subsequent censuses though he may have been in a nearby parish. He died at the Knapp, Whitney, in 1871 aged 51. [5]

Jane did not marry and was still living at Green Farm with James on the 1891 census though I don't know if she stayed there after James' death in 1893. She died at Brilley in 1905 aged 82.
Elizabeth is listed at Green Farm in 1841 but is gone by 1851 when she would have been in her late twenties and I have no other information on her.
Their last daughter Ann has a christening entry at Brilley but I have not found her in the census returns so she may have died young.
The age of Timothy's grandfather, Stephen snr, was given as 39 when he died in 1828 which would mean that he was born in 1788 or 1789. There is a christening for a Stephen Powell to William and Jane Powell at Brilley on the 17th of May 1791 which is the only Stephen Powell I have found christened in the area. It is in the parish where he died and is fairly near the suggested year of birth - ages are often slightly inaccurate, particularly at death, and in those days people sometimes gave their 'year of life' as their age so they were 1 from birth to first birthday, 2 until second birthday etc so he may have been 38 as we would calculate it today.
I have tried to trace the family further back in the parish register indexes and have found possible details of a couple more generations but this is only speculative based on these being the most likely entries in the area but it would be quite possible that our Powells moved into the area from elsewhere or the records of their christenings are lost so that these entries would be wrong.
The census returns say Hannah was born at Huntington, near Hereford, but her age in different records varies so the exact year of birth is difficult to work out - it seems to have been between 1786 and 1789. There was a Hannah, daughter of John and Elizabeth Thomas, christened at Huntington on the 26th of September 1788 which is probably her. I have not been able to find the Thomas family further back as yet.

The Complete Powell Tree
It seems that Timothy's mother was born in Marylebone, then part of Middlesex but now part of London. From the census returns she would have been born in 1821 or 1822 and there is a christening for an Elizabeth Zachary daughter of Edward and Ann Zachary on the 1st July 1821 at St Mary's, Marylebone. This seems likely to be the correct one as she gave her fathers name as Edward on her marriage certificate and she was living with an Ann Zachary (who I assume was her mother) when she married.

Elizabeth's Baptism Entry in the Parish Register
Her parents seem to have married at St Mary's 10 years earlier, on the 2nd of April 1812, with her mother's maiden name being Holford but other information on them is a mystery. I have not found the christenings of any other children though it would have been unusual to have a ten year gap before the first child. Edward Zachary is not in Orsett when Elizabeth married but is not given as deceased on the marriage certificate which was sometimes done. I have spent some time searching for a death certificate in the indexes but have not found one yet.

With a surname as rare as Zachary I thought it would be easy to trace back but I haven't found a christening for Edward Zachary. The witnesses, Charles and Mary Zachary, were married at the same church in 1796 so presumably were relations but, apart from the christening of 3 children, I haven’t found any more information about them either.
I thought the surname was Jewish so I asked the Jewish family history society about it but they did not think it was Jewish, however they did have a member in Jerusalem who was researching the surname in the same area of London. I wrote to them but their interest was for a later period so of no help. The name seems to occur in various small pockets around the country, London, Kent, Liverpool, Manchester, Gloucester, Devon etc. with records of the name going back to the beginning of parish registers in the 1500’s. There is a parish in the city of London called St John Zachary but again no proof that the name is linked to that.
This concludes all that I currently have on the Powell ancestors so now we move on to Timothy's wife and her family.
Timothy Frank Powell married Hannah Sarah Price on the 28th of April 1885 at Hardwick church, about 3 miles east of Hay-on-Wye. Hannah was the youngest daughter of Thomas and Mary Price. I have not found details of their marriage but their eldest child was christened at Clifford in 1837 and the maiden name for Hannah's mother is given as Davies on her birth certificate.

In the 1841 census they were living at Lower House in the area known as Broadmeadows in Clifford parish and there first two children have been born. There seems to be a second part to the house which contains three hoop makers - I have not looked into this but, although farm workers often lodged in the farm house in those days, my guess is that these were just lodgers in the house rather than workers on the farm.

The 1851 census is a bit confusing because there are two entries for the family in different books with slightly different details - the name of the place is different, Green or Broadmeadows, and the name of one child is slightly changed. Broadmeadows was probably the name of the area rather than the house so I think these entries probably refer to the same place.

The following entry is also for Broadmeadows and contains a labourer so it is unclear whether Broadmeadows is the name of a farmhouse with workman's cottages or the name of a locality but I think the latter is the case. The Prices may not have been here long before 1851 as the Tithe Commutation Returns done in 1848 have other people at Green Farm. I tried to identify the Prices in these returns but there are so many entries for Thomas Prices in the parish that I couldn't identify which one was ours. There is a possibility that they were with or near Mary's parents but I will come back to that later.

In the 1861 census they are given as living at Whitehouse Farm and in brackets it says Broadmeadows. This may be the same place, though the land farmed has grown from 33 acres to 120 acres, or it may be a different farm in the same locality.

By 1871 they had moved to Hawkwood, Clifford, and then had 300 acres, employing two boys and having two sons working on the farm. Also one son has 139 acres of his own so it seems that the family were prospering however, surprisingly, all the children, except the eldest, are still at home and unmarried.

By the 1881 census only three children were left at home. Charles married Sarah in about 1877 and initially lived at Eardisland, returning to Green Lane Farm in Clifford between 1892 and 1899. I do not know what had happened to the other children.
After 1881 Hannah married Timothy Powell in 1885 and Richard married Louise. I have not researched the families of Hannah's brothers and sisters but apparently Richard and Lou had a daughter, Ethel, who married into the Hope family of The Throne, Weobley. In this family a man and a widow wanted to marry and their son and daughter also wanted to marry. For it to be legal the son and daughter had to be married first - if their parents had married they would be related and hence prevented from marrying.
By 1891 Mary had died and Thomas was living at Priory Wood, Clifford. He was described as an Agricultural Labourer which is a bit odd as he had been a farmer earlier - this may be a mistake or may mean that he occasionally worked on his sons' farm. He has a grand-daughter living with him as house keeper. Since his second daughter, Ann Maria, was unmarried, she may also have lived here sometimes but on the day of the census she was with Timothy at Tump Farm and we have no way of knowing if she was just visiting him or was living there at the time.

It has been very difficult to trace Hannah's ancestors because of the large number of Prices and Davies' in the area.
Thomas Price would have been born around 1811 according to his age given in the census returns - there are two Thomas Prices christened at Clifford in 1811 and one in 1809 without looking at the possibility that he was christened in a nearby parish. The only possible lead on which christening is the right one is a couple who were the next entry after Broadmeadows in the 1851 census, a house not having a place name given.

These could be Thomas' parents as the parents of one of the Thomas Prices christened in 1811 were William and Mary Price and this couple are the right age to be his parents but this is only a guess. The family of this couple is included on the tree below on the assumption that this deduction is correct.
Mary Davies, Hannah's mother, would have been born around 1810 and there are three possible christenings between 1810 and 1812 in Clifford alone. In this case, however, there is a bit more of a clue - a Charles Davies was living next door but one to Thomas and Mary in the 1841 and a Charles Davies died at Broadmeadows in 1847,

(The ages over 15 are supposed to be rounded down to a multiple of 5 so, for instance, Charles could be between 70 and 74.

Clifford - Urchingfield - 1841 Census
aged 78, and was buried as Clifford [5]. The parents of the Mary Davies' christened in 1811 were Charles and Susannah Davies. This couple also had a daughter called Ann Maria so the use of Ann Maria and Charles as names for children of Thomas and Mary Price points to the possibility that this is the correct entry since neither name seems to have been particularly common at that time and naming children after relatives was often done though this doesn't prove the connection.
Thomas and Mary may have taken over Broadmeadows when Charles died. In the Tithe Commutation Returns of 1848 there are a number of fields farmed by a Charles Davies - I will have to recheck these returns to see what farm this is. Though the returns were after Charles' death it is possible that they were compiled earlier and that this is Charles at Broadmeadows.
On the assumption that the above deductions are correct the following tree can be drawn up for the Prices but it should be taken as highly speculative.

Writing up this history of the Powells and Prices has made me identify sources that I have not yet checked and areas that need more research which could lead to me correcting information that I have given above. One of the problems of investigating the family history is the number of Powell entries that there are in documents. As a final note the following list which shows the frequency of different surnames in Birth, Marriage and Death certificates from 30-Jun-1837 to 1-Jul-1838 may be of interest to some.

9. Diary entry of a visitor to Much Fawley reprinted in the Ross Gazette - "The writer Effie Allen (nee Connigrove) born 1870, was on her first trip from South Australia to the United Kingdom in
1905 and was making a special trip to Much Fawley". She made a day trip from London taking the train to Ross and hiring a carriage to drive her to Much Fawley. The whole trip taking thirteen hours.
