Phillipines - apparently there is one nationwide police department in the Phillipines, and one nationwide fire department. The nationwide fire department uses all fulltime paid staff. The nationwide FD does not provide emergency medical services apparently. Many volunteer fire departments operate in addition to the nationwide paid fire department. In the Manila area I think that the volunteer fire departments have a completely separate communications and radio system. There seems to be very few fire hydrants in the Manila area.
