English summary: Over-indebtedness in Sweden is a growing social and economic problem. Around 437,000 individuals—4% of the population—have debts registered with the Enforcement Authority (Kronofogden), and the total debt amount has more than doubled since 2010, reaching SEK 137 billion (2.2% of GDP). Sweden’s debt relief system is unique in being state-administered but is characterized by long repayment periods and weak work incentives during rehabilitation. Despite the system’s aim to offer financial recovery, only 7% of over-indebted individuals applied for debt relief in 2024, and acceptance rates have declined. Over-indebtedness is unevenly distributed across regions and closely linked to poorer health and lower employment. In our report, we propose reforms to modernize the system—shortening repayment periods, expanding eligibility, improving counseling services, and treating debt relief as both a tool for social inclusion and a potential macroeconomic stabilizer.

However, recent research increasingly points to negative effects, suggesting that rising inequality may threaten long-term growth. Moreover, studies show that inequality among lower-income groups is particularly detrimental. This provides valuable guidance for policymakers aiming to mitigate the adverse effects of rising income disparities. Two key areas highlighted in the research are ensuring an equitable education system and pursuing active redistributive policies.
