I’m Full Professor of Economics at the Department of Economics and Management - University of Padova.I obtained my Laurea in Political Science at the University of Padova (1988), Master of Arts in Economics (1990) and Ph.D in Economics (1995) at the European University Institute - EUI, Florence. I have been Research Assistant at the EUI, Florence (Department of Economics), Post-Doctoral Research Fellow at the University of Padova (Department of Economics and Management), Researcher in Economics at the University of Verona and at the University of Padova, Associate Professor at the University of Padova and part-time Leading Research Fellow at the National Research University Higher School of Economics in Moscow and in Perm (Russian Federation).
My main research interests are industrial organization and public economics. My work’s focus is on the design of efficient rules and economic incentives, primarily where government intervention plays a role. I have investigated the design of regulated sectors (energy, water, tlc, motorway), of support to vulnerable consumers in energy markets, of public and private university systems, of procurement contracts and auction formats therein adopted; the effects of state aids to business, to the automobile sector in EU member states; public supports in the form of vouchers and prize to foster innovation; private contribution to public goods; firms’ privatization in transition countries.
I'm currently Vice-Director of the Interdepartmental Centre Giorgio Levi-Cases for Energy Economics and Technology (University of Padova); and I chair the Italian Observatory on Energy Poverty (Osservatorio Italiano sulla Povertà Energetica - OIPE), a network of researchers and experts, from universities and other institutions, working on energy poverty.
I’ve served as a consultant for the European Union - The Institute for Prospective Technological Studies (IPTS) Directorate General Joint Research Centre (DG JRC), the World Bank, the Italian Regulatory Authority for Energy, Gas and Water (ARERA), the Italian Water Committee (Comitato Risorse Idriche), the Veneto Region.
