To make a script executable, you can use the following at the beginning of the script:

#!/usr/bin/env python

or 

#!/usr/local/bin/python

/Applications/Python 3.6/Install Certificates.command

Create a new virtual environment (since Python 3.3)

python3 -m venv /path/to/the/newly/created/virtual/environment/dir
