Powers and Duties of the Vice-Chancellor: Statute 3(2) It shall be the duty of the Vice-Chancellor to see that the Act, the Statutes, the Ordinances and the Regulations are duly observed, and he shall have all powers necessary to ensure such observance. Duty of Vice Chancellor Statute 2(7) University: If the office of the Vice-Chancellor becomes vacant due to his death, resignation or otherwise or if he is unable to perform his duties owing to absence, illness or any other cause, the Pro Vice-Chancellor shall discharge the duties of the Vice-Chancellor until a new Vice-Chancellor* or the Vice-Chancellor*, as the case may be, assumes office: Provided that if the Pro-Vice-Chancellor was not appointed then senior most Professor in University shall discharge the duties of the Vice-Chancellor until a new Vice-Chancellor or the Vice-Chancellor, as the case may be, assumes office.
Around the last week of December 1993, Prof Noor-ul-Hasan, Minister of Human Resource Development (HRD), asked the Vice Chancellor, Prof Abdul Aleem, to leave now as his term as Vice Chancellor was ending on 4 Jan 1974, and further instructed him to assist one of his dear colleague Dr. K. A. Nizami (same Dept of History as Prof Nur-ul-Hassan) Pro-Vice-Chancellor to make him acting Vice-Chancellor in the following manner by introducing a Second proviso of STATUTE 4(2) AMENDMENT as under:
Statute 4(2) Provided that the Pro-Vice-Chancellor shall retire on attaining the age of sixty-five years : * Provided further that the Pro-Vice-Chancellor shall, while discharging the duties of Vice-Chancellor under Clause (7) of Statute 2, continue in office notwithstanding the expiration of the term until a new Vice-Chancellor or the Vice-Chancellor, as the case may be, assumes office. ( Ref. Ministry of Education and Social Welfare, letter No. F. 3-1/74-U-2, dated 3 January 1974 (in Excessive haste by University Executive Council meeting dated 1 January 1974 ).
On 3 Jan 1974 itself, a letter (Ministry of Education and Social Welfare letter No. F. 3-1/74-U.2.dated 3 January 197) was handed to Registrar P.V. George at the MHRD office in Delhi. Same day Registrar P.V. George implemented the assent and instantly Prof K.A. Nizami Pro- Vice-Chancellor became the Acting Vice-Chancellor with effect from 3 Jan 1974 and resigned on 30 August 1974 (Acting). If MHRD letter have been implemented next day on 4 Jan 1974 then the term of Pro-Vice- Chancellor Prof K.A. Nizami would have ended with term of the Vice Chancellor Dr Abdul Aleem on 4 Jan 1974, then according to Statute 2(7) the Senior Most Professor of the University Prof Harbans Lal Shrama would have become the Vice Chancellor, instead of Prof K A Nizami.
Prof K.A. Nizami Pro- Vice-Chancellor became the Acting Vice-Chancellor with effect from 3 Jan 1974 but resigned on 30 August 1974 as his name was not recommended as next Vice Chancellor by Executive Council of the University , but this law remained standing and all later Vice-Chancellors elevated their Pro-Vice-Chancellor to acting Vice-Chancellor till new Vice-Chancellor joined the University.
6) Mr Mehmoodur Rehman Vice Chancellor AMU Aligarh from 1 May 1995 to 28 May 2000.
6,1) Dr Noor Afzal Officiating Vice Chancellor from 14 August 1998 to 6 September 1988: Mr Mehmood Rehman IAS Vice Chancellor went for participation in the Commonwealth Conference of Vice Chancellors at Ottawa, Canada. The administrative and academic functions were sent to Vice Chancellor Mr Mehmood Rehman by courier mail (dated 10 Sept 1998 and Received in VC Office on 11 Sept 1998) as Chairman of Executive Council for reporting the action taken by acting Vice Chancellor (from 14 Aug 1998 to 6 Sept 1998) under Section 19(3) on behalf of Executive Council, for placement in the forthcoming Executive Council Meeting. No. 603 on 12 Sept 1998. The subject matter was also submitted by letter dated 16 September 1998, Desp No 205/SMPU/AMU, to the Visitor, Aligarh Muslim University, President of India, but there was no response, as Mr Mehmood-ur-Rehman IAS had been Deputy Chief Secretary of the State, Jammu and Kashmir India.
6.2) Dr Noor Afzal, Officiating Vice Chancellor from 27 May 2002 to 29 May 2002, In NRSC A- Clab, the marriage on Sunday dated 27 May 2002 of Dr Neelofer Afzal, daughter of Dr Noor Afzal was held (organized by Mr Shafiq Ahmad, acting Registrar and Finance Officer of the University and Dr V. K. Prasher, NRSC Provost AMU). Mr M Rehman absconded from the University and moved to Delhi, under pressure of the strike of the University students, until the new Vice Chancellor, Mr Hamid Ansar IFS, joined the duty.
6 A) That Mr Hamid Ansari IFS Vice Chancellor AMU (with no copy marked to the Registrar), wrote on four occasions to Dr Noor Afzal Officiating Vice Chancellor from
(i) Nov 3 to Nov 5, 2000 vide D.No. 58/VC/Sectt dated 2 Nov 2000, Sd/- Vice Chancellor.
(ii) Feb 12, to Feb 18, 2001 vide D.No. 278/VC/Sectt dated Feb 10, 2001 (Vice Chancellor).
(iii) Washington en route to London for the Conference of Gulf and Asia, May 15 to May 21, 2001, vide D.No. 510/VC/Sectt dated May 14, 2001 (Sd/- Defendant No 3 Vice Chancellor).
(iv) Sudan and Kuwait (January 28 to February 4, 2002), vide D.No. 1243/VC/Sectt dated Jan 28, 2002 (Sd/- Vice Chancellor).
January 2, 2002 -- Officiating Vice Chancellor Dr Noor Afzal, with the Chief Guest Ex-Vice Chancellor Dr Ali Mohd Khusro, celebrated the birthday on 2 Jan 2002 Saturday of Mr Sheikh Abdullah, the founder of the Women's College, held in the auditorium of Women's College, Aligarh Muslim University.
That Dr Noor Afzal Officiating Vice Chancellor (Monday Jan 28, 2002 to Monday 4, 2002) approved Professor Roddam Narasimha FRS for the award of degree of Honorary Doctorate by Aligarh Muslim University and also submitted for approval to higher Authorities in the Aligarh Muslim University for award in the forth coming convocation (then later held February 26, 2002 wi th chief guest I.J. Gujral EX PM). Dr. Roddam Narasimha's Curriculum Vitae, along with the approval of Dr. Noor Afzal, Officiating Vice Chancellor, was submitted to Mr. Hamid Ansari, IFS, Vice Chancellor, who suppressed the file.

D) That Dr. Noor Afzal, Officiating Vice Chancellor, from 28 January 2002 till 4 February 2002, ( vide D.No. 1243/VC/Sectt dated Jan 28, 2002).
Mr Hamid Ansari IFS Vice Chancellor (term of Vice Chancellor was ending on 30 March 2002 after 62 years of age). He by using the emergency power under Section 19(3) of the University Act appointed on 26 March 2002, Mr M Saleemuddin as Pro Vice-Chancellor and on same date 26 March 2002 wrote a confidential letter dated D No 1412/VC/Sectt– Subject: Section 2(7) of the Statute –Senior most Professor Dr Noor Afzal, asked PVC/Registrar should submit this note the new Vice Chancellor and seek his instructionin the matter so that Dr Noor Afzal Senior most Professor should not continure as Officiating Vice Chancellor till his retrement on 04-02-2007 (which later date after arrainng ade of 65 years on 04-02-2010).
E) Dr Noor Afzal, Pro-Vice Chancellor and Officiating Vice Chancellor from 1 May 2002 to 7 May 2002. .

Professor Noor Afzal S/o Mohd. Ibrahim is presently working as the Senior Most Professor of Aligarh Muslim University, Department of Mechanical Engineering, Aligarh.

The University Registrar, S. M. Afzal I.P.S. and Pro-Vice Chancellor M. Saleemuddin failed to comply with the High Court Allahabad Order. Registrar S.M. Afzal persuaded the forthcoming Vice-Chancellor M. Naseem Ahmad IAS to join the University, And Dr M Saleemuudin continued to remain ProVice Chanceellor till 8 May 2 002.
F) The next Vice Chancellor, Mr. Naseem Ahmad IAS from May 8, 2002 to 15 Sept 2006 had been out of Aligarh. Dr Noor Afzal under RTI rule has been asking the dates and period when Mr. Naseem Ahmad absconded from Aligarh, without handing over charge of the Officiating Vice Chancellor to Dr Noor Afzal.
But Mr Hamid Ansari, IFS Vice-Chancellor, initially, the amendment on 26 March 2000, and Mr Naseem Ahmad IAS Vice-Chancellor moved th amendment of Statutes 2(7) of University and University notified on 14 September 2004 the amendment of Statutes 2(7) of University, which stated that instead of Dr. Noor Afzal, the senior-most professor, the Senior-most Dean of a Faculty (among 10 Faculties) shall be officiating Vice-Chancellor of the University.
Mr Naseem Ahmad IAS Vice-Chancellor directed for notifiction to the Property Officer letter dated 2 March 2006, a notice to Dr Noor Afzal that University had terminated his university residence of house number AB-33 Medical College, by using the Public Premise Act, as Dr Noor Afzal has the owner of house no 7/94 in Phapala Street, within 10 Km from the University Mosque.

(i) Before 15 September 2004, the Statute 2(7) -------' Provided that if the Pro-Vice-Chancellor is not available, the senior-most Professor shall discharge the duties of the Vice-Chancellor until a new Vice-Chancellor or the Vice-Chancellor, as the case may be, assumes Office. '
(ii) After 15 September 2004, Statute 2(7) -------' Provided that if the Pro-Vice-Chancellor is not available, the senior-most Dean among the members of the
Executive Council in the category of Dean of the Faculty, shall discharge the duties of the Vice Chancellor until a new Vice-Chancellor or the Vice, as the case may be, assumes Office.'
Dr. Noor Afzal was the senior-most professor until 7 February 2007 (later extended to 7 February 2010). But Mr Hamid Ansari, IFS Vice-Chancellor, initially, the amendment on 26 March 2000, and Mr Naseem Ahmad IAS Vice-Chancellor notified on 14 September 2004 amendment of Statutes 2(7) of University, which stated that instead of Dr. Noor Afzal, the senior-most professor, the Senior-most Dean of a Faculty (among 10 Faculties) shall be officiating Vice-Chancellor of the University.
Reason of conspiracy by Mr Hamid Ansari IFS Vice- Chancellor ( 29 March 2000 till 30 March 2002) and Vice President of India for two terms from 2007-2017 .
H) An RTI application by Dr Tariq ul Islam (Email: chairperson.sp@amu.ac.in), Department of Philosophy of Aligarh Muslim University, Aligarh (UP), India, filed under RTI rules to the Secretariat of the President of India vide No. F.19-20/2006-Desk(U) dated 12.12.2007. Mr. R.D. Sahay, Director and CPIO, Ministry of Human Resource Development, Govt of India, New Delhi: Reply : the Act/Statutes neither provide the code of conduct of the Vice Chancellor nor lay down the procedure for conducting disciplinary proceedings for committing financial/administrative irregularities, including violation of explicit University rules, etc.
