Representative Narciso D. Monfort represented the 4th District of Iloilo in the 8th, 10th, 11th and 12th Congresses. A government official who was conversant with the needs of his district in particular and of the country in general, Congressman Monfort showed his concern thru the House Bills and House Resolutions he filed, to achieve the programs and objectives he set out for the mandate he received from his constituents for four (4) congressional terms.
Cong. Monfort filed a total of 2,050 bills and resolutions in the 8th Congress (June 30, 1987 to June 30, 1992), a total of 1,278 bills and resolutions during the 10th Congress (June 30, 1995 to June 30, 1998), 374 in the 11th Congress (June 30, 1998 to June 30, 2001) and 193 in the 12th Congress (June 30, 2001 to June 30, 2004). Or a total of 3,895 bills and resolutions during the four (4) terms.
A leading advocate for developing good health conditions for the country even before he became a government official, he was the best choice of the 8th Congress to be the Chairman of the Committee on Health. He was looked up to as the “Doctor of the House.”
