Motivation
A fictional user "Sue" is attempting to locate an image file she can use in her presentation. Using a search engine, she is able to locate images that fit the subject, but has no easy way to determine if the owner has granted her the legal right to use it. She must search the page where the image is embedded to possibly determine its usage restrictions.

Another user "Bob" wants to also use an image, so he searches an image repository for Creative Commons-tagged images. He knows that (based upon the CC license) he is allowed to use the images based upon the restrictions of the licence.
