Address tables
The ZP4 database lists street addresses in tables like the following.
The Low and High columns indicate the allowable house number ranges for a given ZIP + 4 code. The even/odd (EO) indicator is E when only even numbers are allowed in the range, or the letter O if only odd numbers are allowed. Apartments number ranges appear in the Apt low and Apt high columns along with their own EO indicator. The above table indicates:

When a database record explicitly matches a given address, then that record overrides any other record that only implicitly includes the same address.
For example, although 15 MAIN ST is included in the 11-to-21 Odd range in the above table, other records specifically list 15 MAIN ST, and therefore override the 11-to-21 record. On the other hand, 17 MAIN ST is only matched by the record with the 11-to-21 range (the 10-to-20 record is for Even addresses only).
Apartment number ranges are also used to determine which database record most specifically matches a given address. For example, 15 MAIN ST APT B matches the record with an apartment range of A-to-F, while 15 MAIN ST and 15 MAIN ST APT M can only match the record for the entire building (ZIP + 4 code 48390-2129).
Note that Low to High and Apt low to Apt high only indicate the range of addresses that will have the same ZIP + 4 code. There is no guarantee that every possible address number in the range will actually exist. The Delivery Point Validation database included in ZP4 can be used to validate individual addresses.
The Low and High columns are also used to list Post Office™ box ranges and rural route box ranges. If Hi+4 indicates a range of ZIP + 4 codes, then each address (often a PO Box) in the range from Low to High has the corresponding ZIP + 4 code found in the range ZIP + 4 to Hi+4. For example:
The above data indicates PO BOX 350 has ZIP + 4 code 48391-0350.
The ZIP + 4 column may be incomplete for areas such as vacant lots where mail is not delivered and a complete ZIP + 4 code has not been assigned. The Rte column lists three-digit mail carrier route numbers prefixed with C for street addresses, B for Post Office boxes, R for rural routes, H for highway contracts, and G for general delivery.
The Unit column shows the standard abbreviation to use for a given apartment address, such as Apt for apartment, Ste for suite, and so on.
The Cny column shows the county FIPS code for the address.
The CD column shows the Congressional district number for the address.
The Building/Firm column will list the name of a company, building, apartment complex, shopping center, community, alternate street name, or other information to help distinguish an address. If a database record includes a company name, then the assigned ZIP + 4 code is used only by that company name.
The Urb column lists urbanization names that are sometimes necessary for correctly specifying a complete address in Puerto Rico.
