On March 13, 2013, the DPU issued an Order (DPU 11-75-E) approving the creation of an Ombudsperson role at DPU on a trial basis for an interim of one year. In DPU 11-75-F (7/31/14) the DPU made that position permanent.

If you've submitted an application to get interconnected and you are running into difficulties there are a number of options to consider. These are your options:

A) If you are disagreeing with the utility's approach to processing your interconnection application, and you want to know what legal recourse you have, we recommend you review the Alternate Dispute Resolution process described in the relevant Company's interconnection tariff. See instructions for involving the DPU Ombudsperson see the DPU issued Order (DPU 11-75-E).

B) If you're having trouble understanding the interconnection tariff and how it might apply to challenges in your project, call Gerry Bingham, Sr. Coordinator of the Distributed Energy Resources Team for the Department of Energy Resources, at 617-626-7378.

C) If you would like DPU staff to observe your attempts at resolving any issues with the utility (either by copying emails, participating in conference calls, or attending utility meetings), please contact Gerry Bingham first to describe your issue (by email or phone). It is important to note, while DOER and the DPU are interested in observing certain complexities of the interconnection process, it is not the role of DOER nor DPU to advocate on behalf of interconnection projects. All customers wishing to resolve disputes in a formal manner should utilize the Alternate Dispute Resolution process described in the interconnection tariff (see "A" above).

3. If you're commenting about a specific project Include the Application ID # in the body of your email and point out any relevant sections in the tariff (time-lines, policies, etc.).
