Although the U.S. Naval Academy and the National Baseball League had integrated in 1948, and Wayne State University had graduated its first African American student the same year, in the early 1970s Dr. Charles Wright had to ask Michigan Senator Phil Hart, the conscience of the U.S. Senate, to hold up funding for new construction at Wayne until its Medical Center stopped practicing apartheid. This led to integration at all Wayne State facilities.
