Overview of the course
The purpose is to provide students with selected state of the art macroeconomic tools that help to understand the economy.
After taking the course the student has acquired the following skills and competencies:
- understands the role of international risk sharing and intertemporal trade in open economy macroeconomics;
- can analyse the drivers of sovereign debt and bankruptcy;
- understands the basic concepts of Dynamic Stochastic General Equilibrium (DSGE) models;
- can use simple DSGE models in the analysis of the economy;
- can read critically contemporary academic papers in macroeconomics.
The course consists of two blocks. The first part introduces important theoretical concepts in international macroeconomics - international risk sharing and intertemporal consumption substitution. These concepts are used to understand current account dynamics and to discuss which are causing the observed deficits and surpluses. The concepts are also used to understand why countries borrow, how much they can borrow, what are the incentives for paying back the loans and when countries go or decide to go bankrupt.
The second part of the course gives the basics for understanding and working with Dynamic Stochastic General Equilibrium (DSGE) models that belong to the standard toolkit in macroeconomics. The course provides tools for solving models with pen and paper and on a computer using software package and programming language Matlab. These models are then used to answer questions such as how to eat cakes, harvest trees, smooth consumption over time, and how do technology, preference and government spending shocks affect the economy.
Students are expected to read academic papers and write referee reports, solve exercises with pen and paper and on a computer, and discuss issues in the economy using models studied during the course.

Kursuse eesmärgiks on anda üliõpilastele ülevaade kaasaegsetest makroökonoomika tööriistadest, mis aitavad mõista majanduse toimimist.
Peale kursuse läbimist on üliõpilane omandanud järgmised oskused:
- mõistab millist rolli mängivad rahvusvaheline riski jagamine ja perioodidevaheline asendatavus makroökonoomikas;
- oskab analüüsida riikide võla kujunemist ja riikide maksejõuetuse põhjuseid;
- saab aru dünaamilistest stohhastilise üldise tasakaalu (DSGE) mudelitest;
- oskab kasutada lihtsamaid DSGE mudeleid majanduse analüüsil;
- oskab kriitiliselt lugeda tänapäeva teaduskirjandust makroökonoomikas.
Kursus koosneb kahest blokist. Kursuse esimene osa tutvustab kursus olulisi kontseptsiooni rahvusvahelises makroökonoomikas - rahvusvaheline riskijaotus ja perioodidevaheline tarbimise asendatavus. Neid kontseptsioone kasutatakse seejärel, et analüüsida millised on nt. jooksevkonto puudujääkide ja ülejääkide võimalikud põhjused ning millised neist põhjustest on empiiriliselt olulised. Lisaks kasutatakse neid kontseptsioone selleks, et aru saada miks riigid laenavad, kui palju nad saavad laenata, millised on põhjused laenude tagasimaksmiseks ning millal riigid otsustavad minna või lähevad pankrotti.
Kursuse teine osa aitab mõista ja õpetab kasutama lihtsamaid dünaamilisi stohhastilisi üldise tasakaalu (DSGE) mudeleid, mis on saanud standardseks tööriistaks makroökonoomikas. DSGE mudeleid lahendatakse paberi ja pliiatsiga ning arvutil kasutades tarkvarapaketti ja programmeerimiskeelt Matlab. Neid mudeleid kasutatakse selleks, et vastata sellistele küsimustele nagu näiteks kuidas süüa kooke, kasvatada puid, ühtlustada tarbimist üle aja, ning kuidas tehnoloogia, maitse ja valitsuse kulutuste šokid mõjutavad majandust.
Kursuse käigus loevad tudengid teadusartikleid, kirjutavad retsensioone, lahendavad ülesandeid nii paberil kui arvutis ning diskuteerivad õpitud mudelite toel majanduse aktuaalsete küsimuste ja võimalike lahenduste üle.
