ARTICLE l - NAME
This organization shall be known as the LEISURE ROVERS of Leisure World, Mesa, Arizona.
ARTICLE II - PURPOSE
The purpose of the Club is to provide information:
1. On the care and maintenance of RVs.
2. Safety measures both on highway and during use and storage
3. On places where skilled and responsible servicing can be had in our vicinity at a reasonable price.
4. To promote fellowship for members through regular meetings, planned and guided trips, and whatever social events may be planned by the Program Chairman.
ARTICLE III - Membership and Dues
Section I
Any resident of Leisure World who owns an RV may become an active member by paying yearly dues to the Treasurer. The names of the resident, resident’s spouse or companion, and their address and telephone number shall be given to the membership chairperson upon joining.
A non-resident of Leisure World who owns an RV may become a member if sponsored by an active member of the Leisure Rovers. The sponsoring member must have been active for one year preceding the date of the application of the non-resident of Leisure World who is applying for membership. Leisure Rovers who are residents of Leisure World will have priority for trip sign-ups. The name(s) of the non-resident, non-resident's spouse or companion, and their address, email address and telephone number shall be given to the membership chairperson upon joining
Section II
Dues for membership are $10.00 per person annually ($20.00 per couple) and are due and payable by the 31st of December of each year, otherwise they will be delinquent.
Section III
Only active members are eligible to vote.
Section IV
Only members who have paid their dues and their guests will be eligible to participate in club activities.
Section V
A Hold Harmless Agreement will be completed and on file with the Club Chief Wagon Master holding Leisure World, Leisure Rovers, their officers and members acting in any function or capacity, harmless from any injuries or damages whatsoever sustained during any Leisure Rovers function or activity. Such agreement, signed and dated by each member is a condition of membership in Leisure Rovers and is binding for duration of membership.
ARTICLE IV - Meetings
Section I
The club shall meet regularly on the first Monday of each month.
Section II
Special meetings may be called by the President or Acting President and Secretary.
Section III
In order to conduct business at a regular or special meeting a quorum of 1/3 of the membership in good standing must be present. However, unless the question of quorum is raised, it will be assumed that a quorum is present.
Section IV
On special occasions, the date and/or place of a regular meeting may be changed by the Executive Board.
ARTICLE V - Officers
Section I
The officers, elected for one year, shall be President, Vice President, Secretary, Treasurer, Club Wagon Master and Assistant Club Wagon Master.
Section II
Vacancies in the elected offices shall be filled by the Executive Board.
ARTICLE VI - Executive Board
The Executive Board shall consist of the elected officers and shall meet upon call by the President. This board shall have general supervision of all projects, activities and interests of the Club,
ARTICLE VII - Duties of Officers
Section I
The President shall preside at all meetings of the Club and Executive Board, and shall appoint, and be ex-officio member of all committees, other than the Nominating Committee.
Section II
The Vice President shall assume the duties of the President during the latter’s absence and also shall be the Program Chairman with responsibility for the planning of all programs, except for the months of May, June, July, August and September. Responsibilities include submitting club information to the Publicity Chairman.
Section III
The Secretary shall maintain the minutes of all regular and special meetings, and shall record other events of the club. The secretary shall maintain a membership list and serve as Publicity Chairman.
Section IV
It shall be the duty of the Treasurer to collect all dues, pay all approved bills and balance all fiscal accounts. The Treasurer shall render a financial report each meeting or whenever requested by the presiding officer. The Treasurer shall also be responsible for maintaining a checking account with a bank most convenient. The Treasurer and President shall be authorized to sign checks. However, the President shall only sign in the absence of the Treasurer.
Section V
The Club Wagon Master shall plan and initiate caravans, appoint trip wagon masters for each caravan, and shall also be custodian of all property and equipment belonging to the club.
Section VI
The Assistant Club Wagon Master shall provide assistance to the Club Wagon Master, as requested, and assume the duties of that office in that person’s absence. The Assistant Club Wagon Master will periodically be called on to address special needs of the Rovers organization.
ARTICLE VIII - Nomination, Election and Installation of Officers
Section I
The Nominating Committee shall consist of three members and shall be appointed by the President at or before the December meeting. A slate of nominees shall be presented at the February meeting. Nominations in addition to those made by the Nominating Committee may be made from the floor by any member.
Section II
The election of Officers shall take place at the March meeting. Newly elected officers will be installed at the annual roundup.
Section III
The new officers will assume their duties following their installation.
ARTICLE IX - Amendment of Bylaws
These Bylaws my be amended at any regular meeting of the club by a two-thirds vote of those members in good standing present, provided notice has been given at the previous meeting or by mail.
STANDING RULES
1. Members having belonged to the club for at least one year who become incapacitated or dispose of their recreational vehicle may continue membership upon payment of the regular dues. Companions of such members are also welcome as dues paying members.
2. Club members shall serve on any committee when requested by the President.

4. The Rover treasurer shall handle all finances of all official Leisure Rovers meetings including the Annual Roundup or similar events.
5. Leisure Rovers sponsored trips shall be RV related.
6. An initial deposit may be required to reserve a place on any trip. The Trip Wagon Master will determine the amount of the deposit. Additional deposits may be required if advance payments are needed to reserve sites, guarantee reservations or services or obtain discounts. Vacancies, due to cancellations, will be filled by those on the waiting list, in the order of signup. If there is no waiting list, a member canceling his reservation may recoup his deposits by obtaining a replacement, but it is his responsibility to find a replacement. If a replacement is obtained, the member must look to the replacement for the reimbursement. Replacements may be Rovers or outside guests, at the discretion of the trip wagon master. If no replacement is obtained, partial or total refunds may be available at the end of the trip at the discretion of the trip wagon master, but will not be given if it would increase the cost of the trip to other participants
In case of medical or personal emergencies, the trip wagon master will make a reasonable effort to find a replacement. Refunds are subject to the above limitations.
