Original BV materials

These are the slightly modified documents we got from Buena Vista, Jan. 11, 2010 at City Hall.

I added version numbers, page numbers, date/time, and titles to each original BV document.  Any document higher than v.1 has more changes.

If you edit any of the unzipped documents, be sure to SAVE AS... to rename the document with a new version number.
