Mr. Lapayowker is the retired General Counsel of Rosemore, Inc., a privately-held company, and its subsidiaries with interests in public and private investments and various aspects of the energy business, including oil and gas exploration/development, midstream transportation, refining, and retail operations. He was responsible for supervision of all legal matters, including corporate governance, litigation, and operations. He continues to serve as a legal consultant to the company. Before Rosemore, he was General Counsel of Rosemore's subsidiary, Crown Central Petroleum Corporation, and a trial lawyer at Semmes, Bowen & Semmes with experience in a wide variety of civil cases, including product liability, medical malpractice, banking, and construction. Immediately after law school, Mr. Lapayowker was a law clerk to then-Chief Judge Edward S. Northrop, US District Court for the District of Maryland. He is a graduate of Northwestern University and of George Washington University Law School, where he served as Managing Editor of the George Washington Law Review.
Mr. Lapayowker is currently a member of the Board of Directors of Project Liberty Ship, Inc., the Baltimore-based owner and operator of the S.S. John W. Brown -- one of the two remaining WWII Liberty Ships still sailing. He also serves as the Quartermaster of the ship and as a deckhand, docent, and USCG-credentialed Merchant Mariner. In other maritime pursuits, he is a part-time instructor at MITAGS -- the Maritime Institute of Technology and Graduate Studies -- in Linthicum, MD.
