Project Highlight

Serving in the position of Planning Technician and GIS Administrator, I was responsible for a county redistricting plan. As a member of a small planning department in a rural county in Virginia, I was the sole staff member to an 11 member citizen’s redistricting advisory committee appointed by the county board of supervisors. I became very knowledgeable of Census and demographics issues and challenges. As well as, US Dept. of Justice and Voting Rights Act regulations.

Working with ESRI’s Districting Extension for ArcView 3.2a, I was able to show the committee a “live” view of the districts’ boundaries and how changes impact the demographics for each district. After considering approximately 15 alternatives and sub-alternatives, the county board approved the advisory committee’s recommended alternative. I wrote the final legal descriptions of the districts and prepared the final maps for submission to US DOJ, under Voting Rights Act requirements for most counties within most southern states. The US DOJ ultimately “did not disapprove” of the county’s redistricting plan. Using this language it gave them an "out" for any potential legal challenges for the plan.
