It was an expression by NATURE of various social engineering problems in NORTH America; the war was an ROC =Region of Convergence..... a concept that describes Nature's signal processing systems and its feedback ERROR signals. The concept of ROC is described in many engineering textbooks with titles like: Signals and Systems .....Feedback Control Systems...etc.
