In taking the "Harmonic phrase model" beyond the classical music domain, one needs to thread gingerly. It must be clearly borne in mind that the model is specifically developed for this particular tradition. Hence, whether or not it can be applied to other harmonic styles would very much depend on their degree of affinity or similarity with the classical counterpart. With Pop and Jazz music, for example, it is not difficulty to find classical tonal elements, in which case our functional voice-leading perspectives can help shed some light.
