One of the key ideas behind GROWWII's design was to simulate a larger game with perhaps 16-24 units per play using just 8-12; about half. This can't be easily done without a very constrained board with very limited maneuvering by each player.
I wanted to keep maneuvering a large factor in the design of the game; about 4 hexes/turn for the average unit. The maneuvering feature was something I picked up from James F. Dunnigan's design book. The solution was to introduced Mark Simonitch's ZOC bonds. Hex-side bonds and hex-bonds.
