God sends judgment to inspire repentance so that he can in turn restore and heal. He teaches righteousness with judgment:
Isaiah 26:9 New King James Version (NKJV)
9 With my soul I have desired You in the night, Yes, by my spirit within me I will seek You early; For when Your judgments are in the earth, The inhabitants of the world will learn righteousness.
Just as God judged Israel and sent them into captivity in Babylon until they repented, and then he restored them, so God is handling America because we also have a covenant with him as a nation, like Israel. Yes, God will judge America until we repent, but when we do, and we will, He Will Heal America. God does not fail in bringing his children to repentance, he knows how to do it and he will not fail with America. So no matter how much judgment does or does not come, in the end God Will Surely Not Fail to Heal America.
