In the GofE, Satan promised to "buy up armies & navies, & reign with blood & horror on this earth." How will he get armies & navies? with money. Why will they do what he wants? for money/greed/power. Usually there is a profit motive. Bypassing the LoSacrifice, they will take non-legit power by buying off politicians, controlling behind the scenes, to bring themselves greater profit/control. Within the last 10-20 yrs, there has been even more of a consolidation of wealth, outside of geo-political groupings.
