The Gender Equality Portal has been built with the user in mind, facilitating easy submission and tailored retrieval of gender information through a searchable database and visual dashboard.
The Women’s Entrepreneurship and Economic Empowerment (WEEE) Act of 2018 (S. 3247) was signed into law on January 9, 2019. The WEEE Act requires the integration of gender equality and women’s empowerment throughout USAID’s program cycle in every sector and requires that all strategies, projects, and activities be shaped by a gender analysis.
The WEEE Act defines “gender analysis” as:
a socioeconomic analysis of available or gathered quantitative and qualitative information to identify, understand, and explain gaps between men and women which typically involves examining: the differences in the status of women and men and their differential access to and control over assets, resources, education, opportunities, and services; the influence of gender roles, structural barriers, and norms on the division of time between paid employment, unpaid work (including the subsistence production and care for family members), and volunteer activities; the influence of gender roles, structural barriers, and norms on leadership roles and decision making; constraints, opportunities, and entry points for narrowing gender gaps and empowering women; and potential differential impacts of development policies and programs on men and women, including unintended or negative consequences; and includes conclusions and recommendations to enable development policies and programs to narrow gender gaps and improve the lives of women and girls.
The WEEE Act’s definition of “gender analysis” is consistent with USAID’s ADS Chapter 205, “Integrating Gender Equality and Female Empowerment in USAID’s Program Cycle.”
To comply with the gender analysis requirement, provide the Agency to have a repository of gender analyses, enable reporting to Congress, and facilitate the exchange of information, the USAID's Gender Equality and Women's Empowerment Hub in the Bureau for Development, Democracy, and Innovation (DDI) developed this secure online database and dashboard to aggregate and compile gender analyses used by USAID Missions and Operating Units.
As a reminder, subject to ADS 540, you may be required to submit your documents to the Development Experience Clearinghouse (DEC).
