Alternative Summary and Conclusions

Ten members of the 20-member committee felt that the Executive Summary and Conclusions of the report version submitted by the Chair did not properly reflect the consensus portions of the report, and also did not reflect clearly the points of dissonance within the Committee on a few key issues. Accordingly, they submitted an Alternative Summary and Conclusions, along with a covering letter to the two Ministers.

The first and second documents below are those submitted to the Ministry flagging the points of difference with the official summary and conclusions. The third document is the Alternative Executive Summary in a readable form.
