The Foreign Policy Discussion Group was formally organized in 1968 as a 501 (c) (3) educational organization. The leading founders were classmates from Yale University who had been meeting informally for several years with colleagues in the field of foreign affairs to discuss foreign policy issues with guest speakers who held senior positions in United States foreign affairs agencies.

All meetings of the Group are strictly off-the-record, with no breach in confidentiality throughout its history. Members of the Group are primarily from the Washington area and include former and present government officials, lawyers, businessmen and women, bankers and academicians who are knowledgeable in foreign affairs. The discussion period can be animated because of the diversity of member views. Approximately 50 members and guests attend a typical dinner.

The Group normally meets at the DACOR Bacon House,  also known as the Ringgold-Carroll House, an historic residence located at 1801 F Street, NW, in Washington, DC. Dinner is black tie, and spouses and other guests frequently attend. The evening schedule is to have cocktails at 7:00 PM, when members meet informally with the guest speaker, whose remarks follow from 7:30 to 8:00 PM when dinner is served. After dinner the Group adjourns for coffee and discussion, closing about 10:15 PM.
