From Proman in Sierra Leone

We have a very urgent request. We are currently implementing a project in Sierra Leone in support to the education sector and one of the most important components is teacher development. (In attachment you find the ToR)

The education system in Sierra leone is in a deplorable state, there is an absolute lack of qualified teachers and a quite substantial portion of the teachers has barely finnished lower secondary school, and does often not master the literacy and numeracy they are supposed to teach. There is presently a system in place whereby these teachers can follow a 'distance learning' course to upgrade their skills and provide them with a qualifications. This course is paper based and of poor quality.

We have been asked in the context of our project to support the government with upgrading and modernizing the present system. The Teacher Development Expert, has developed for this consultancy the Terms of Reference that you find in attachment, however, some caution should be paid here. Elections took place in Sierra leone last March and the outcome is a complete change in the government, with different priorities and policies. We are therefore not 100% sure that this approach will have support of all stakeholders involved.

We would therefore like to start as soon as possible with the situational analysis and validate the approach (or define another one in line with the prirorities of the new government), this scoping mission was foreseen for July and we had a consultant lined up for this, but he has been taken on some other work and would now only be available for 8 working days and then only back in September which is unfortunately too late for us. Would you be possibly interested and available for this challenging assignment? We would be looking at an in-country visist of 3 weeks in the course of the month of July........
