Project Goal
Develop a minor league player system within the current EFBL structure. Minor league system will provide all teams the ability to sign and develop prospects, in a minimal risk environment. Minor league system and the corresponding rules should be easy to understand and comply with.
Recommendation
Overall Rules
Minor league roster will consist of not more than 5 players
There is no minimum amount of players (teams may choose to have no players on their minor league roster)
The below mentioned rules apply only to future prospects. Prospects currently on EFBL rosters that were acquired via the EFBL Free Agent Auction, are considered to have Major League contracts, and therefore cannot be assigned to the minor leagues.
Eligibility
A player shall be deemed a prospect, eligible for a minor league roster, if:
They have not exceeded the at-bat/inning limits at the Major League level, AND
They do not have an active EFBL Major League contract (acquired via Free Agent auction)
Prospect eligibility limits - A player will no longer have prospect status when they reach the following MLB stats within one MLB season:
50 at-bats
20 innings pitched
Draft
The only way players can be acquired and assigned to the minor league roster is via the EFBL Prospect Draft.
Note: prospects picked up mid-year are not eligible to placed on a team’s minor league roster.
The EFBL prospect draft will take place immediately following the EFBL Free Agent Auction held at the Winter Meetings.
Draft order for the Prospect Draft is worst record to best record based upon previous years EFBL season.
There is no trading of EFBL prospect draft picks
A team does not have to make a pick in the prospect draft
A team cannot draft more players than spots available on their minor league roster. For example, if a team has 4 players already on their minor league roster, than can only draft 1 player.
Minor league roster decisions must be finalized by Feb. 2. If a team wants to open up a minor league roster spot for the upcoming Prospect Draft, they must do so by this date.
Prospects can still be taken via the EFBL Auction and signed to Major League deals, in the same manner as currently exists (no restrictions on salary, length). Players drafted via the Auction cannot be assigned to the minor league roster.
Call-ups & Eligibility Exhaustion
If a player is called up by their MLB team prior to Sept. 1 (regardless of if that player is ultimately sent back down to the minors), that EFBL team has 30 days to either:
Call-up that player to their active Major League roster
Trade that player
The team that receives the player via trade still must comply with eligibility requirements
Release that player outright
If a team chooses to release a player, that player goes to Free Agency, where standard FA rules apply.
If the corresponding MLB team calls-up an EFBL team’s prospect after Sept. 1, there is no penalty, and the corresponding EFBL team does not have any required action (until the following year).
If the player does not exceed the eligibility limits during this timeframe, that player may stay on the minor league roster to begin the following season.
If the player does exceed the eligibility limits, the EFBL team must either move the player to the active roster, or release him outright, by Feb. 2 of the following year.
Contracts
When a player is drafted there is no contract assigned. The EFBL team owns the rights to that player.
Upon call-up to the active EFBL roster, the player is assigned a 3 year contract, at league minimum ($1M/year), and the EFBL team is responsible for the total contract value (like current EFBL contracts)
Year 1 of the contract begins upon call-up to EFBL active roster, and ends at that season’s end (Year 1 could be less than a full season)
At the conclusion of the 3rd year that the player is on the active EFBL roster (which may be less than 3 full years), the EFBL team has 3 options:
Release him to free agency
Trade him
Offer arbitration
If arbitration is offered, the player will be given a 1 year contract extension at a set salary of $4M. At the conclusion of this year (4th overall), the team can offer the player arbitration again, to get a 5th year (and final), at a set salary of $5M.
If an EFBL team wishes to offer a player arbitration, it must be confirmed by Feb. 2
At the end of the 5th year, the player is released outright to Free Agency, but the team can choose to apply the Transition Tag, if available.
The player cannot be Franchised

Year 2: $1M
Year 3: $1M
Year 4: $4M (if offered arbitration)
Year 5: $5M (if offered arbitration)
