Dr. Julia S. Fuller

Dr. Julia S. Fuller holds a B.S. and M.A. in Elementary Education and an Ed.S. in Instructional Technology from the University of South Florida. She earned her Ed.D. in Curriculum and Instruction with a specialty in Educational Technology from the University of Florida. Dr. Fuller's experience includes teaching at the elementary level and in a K-5 science lab setting. In her seven years as a district-level Instructional Technology Specialist, she facilitated face-to-face and blended trainings and worked with teachers to integrate technology for improving student performance. Dr. Fuller was appointed as an Assistant Professor of Instructional Technology at Kennesaw State University in June of 2013 and was promoted to Associate Professor in 2018. In this position she teaches online graduate courses for the department, as well as undergraduate technology integration courses. Dr. Fuller holds Georgia educator certification in Instructional Technology.

Dr. Fuller’s service includes reviewing Title II, Part D Enhancing Education Through Technology (EETT) competitive grant applications for the Florida Department of Education and reviewer for Rounds 3-5 of the Connections for Classrooms Grant Program sponsored by the Georgia Governor's Office of Student Achievement. She has presented at international and national conferences including AECT, AETC, ASCD, FETC, Florida Literacy Coalition, Learning Forward, OLC, PIDT, and SITE. Additionally, Dr. Fuller served on the GaETC Steering Committee from 2012 - 2018 and was a speaker at the conference from 2006 - 2016. She has also served several times as a reviewer for the GaETC Innovation Grants for K-12 teachers and the Georgia Student Technology Competition. In 2014, Dr. Fuller served on ISTE’s Program Committee as the Poster and Global Showcase Co-Chair for the Atlanta conference. In 2020, she served on GaPSC Task Forces to revise the standards and create the Educator Preparation Rules for both the Instructional Technology Certification and the Online Teaching Endorsement. Dr. Fuller's research interests are educator professional development, online and blended learning environments, and technologically innovative approaches for engaging learners. She has co-authored a chapter in the book Cases on Educational Technology Implementation for Facilitating Learning and is published in the peer-reviewed Tech Trends journal.
