Dr. Jayadev Sarangi, a career Civil Servant from the Indian Administrative Service, AGMUT cadre, superannuated from the post of Secretary (Information,Public Relations & Cooperation Departments) in the Government of NCT of Delhi.Previously he served in the Ministry of HRD/Ministry of Railways, Government of India,Andaman & Nicobar Administration,Government Of Goa, Crime Prevention and Criminal Justice Branch,UNO,Vienna and United Nations Office on Drugs and Crime(ROSA).

He holds a Ph.D. from the Indian Institute of Technology, New Delhi (thesis: "Factors Related to the Effectiveness of Correctional Organizations") and a Masters degree in Sociology from the Department of Sociology, Delhi School of Economics, University of Delhi.

Dr Sarangi was the first UN Fellow on Prison Reforms in the year 1995 at the Crime Prevention and Criminal Justice Branch in UN Vienna, Austria. Extracts of the Study paper entitled "Crime Prevention-New Delhi Correctional Model", submitted by him at UNO was circulated to Chief Secretaries of all the State Governments and Union Territories of India by the Ministry of Home Affairs, Government of India in the year 1996 with an advisory to take it as guiding material in adopting suggested Alternatives to Imprisonment in their endeavour to reduce overcrowding in prisons.

Being a Civil Service officer, he has the unique distinction of serving on deputation in Delhi Prison Administration(TIHAR) as Superintendent,DIG and IG(HOD). He contributed as Member Secretary of The Committee on Rationalisation of Classification of Prisoners in Tihar Jails( Justice Santosh Duggal Committee, National Capital Territory of Delhi, New Delhi, 1997), which resulted in abolition of classification on the basis of socio-economic status of the prisoners in Delhi.

He has undergone training on Human rights and prison management at International Center for Prison studies, King’s College, London in the year 1999.

He has rendered more than 37 years of service in various capacities in the Management Grade of public sector "Indian Bank", Ministry of Railways and Ministry of Human Resource Development, Government of India, Government of NCT of Delhi, Andaman & Nicobar Administration, Government of Goa and the United Nations Organization and contributed as Law Enforcement official, Trainer, Researcher, Planner and Policy maker.

During the currency of his tenure of more than four years(2005-2009) as Prison Expert in the United Nations Office on Drugs and Crime (UNODC) he has conducted capacity building Programmes for Prison and other law enforcement officials and facilitated roll out of prison interventions in the areas of drug/HIV prevention, human rights and prison management in different countries across South Asia. He has trained more than 500 master trainers working in the closed settings of Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka.

He participated as an expert in the "Expert Roundtable Meeting on the Development of the Standard Minimum Rules for the Treatment of Female Inmates" organized by Thailand Government at Bangkok, Thailand from 1 – 8 February 2009.

He Contributed as an Expert in the First International Meeting of the Network for Justice Health , sponsored by the Center for Justice Leadership and Management, George Mason University held at Orlando, Florida, USA from 5^th-8^th May 2009.

He participated in the Preparatory Meeting for the XII United Nations Congress on Crime Prevention and Criminal Justice, Salvador, Brazil organized at HEUNI (European Institute for Crime Prevention and Control, affiliated with United Nations) at Helsinki, Finland from on 24-25, November, 2009.

He has participated and presented in various National/International seminars/workshops including 28th Asian and Pacific Conference of Correctional Administrators (APCCA) 23 to 28 November 2008, Langkawi, Malaysia, 8th International Congress on AIDS in Asia and the Pacific (ICAAP), Colombo, Sri Lanka 19 - 23 August 2007,International Prisoner Health: Meeting the Needs of Vulnerable Groups, 2nd International Conference , Varna, Bulgaria,24 - 25 September 2007, 10th International Corrections and Prisons Association (ICPA) AGM and Annual Conference, Prague, Czech Republic,25-28 Oct 2008,Regional Consultation on Role of Police and Law Enforcement in AIDS Response in Asia and the Pacific(3‐5 February, 2009, Bangkok, Thailand) and has number of publications on issues related to Management, Prevention of Drugs and HIV, Law Enforcement and Human Rights to his credit. Amongst others he has authored "Crime Prevention: New Delhi Correctional Model" and co-authored UNODC publication "Module for Prison Intervention: South Asia".

He is a Life Member of Delhi Gymkhana Club, Indian Institute of Public Administration , Civil Services Officers’ Institute , PSOI, New Delhi and Bhubaneswar Club. He was a Member of the Governing Body of Delhi Gymkhana Club for two consecutive terms.

He is married to Dr Sarita Sarangi and is blessed with a daughter Ankita and son Abhishek.
