In 2013 I transcribed the main handbook of Idiom Neutral: the "Dictionary of the Neutral language (Idiom Neutral) with a complete grammar" (1903), and got it on this website. It was hard, I had to correct a funny defect of typography: often there is an i where there must be an l (as in miiion*) and viceversa (as in memorl*). The dictionary was written by M. A. F. Holmes. The Grammar and the History were just translated by Holmes from the original in German by W. Rosenberger, « Wörterbuch der Neutralsprache » (1902).
Four years later, a friend told me he had uploaded to archive.org the handbook of the reformed Idiom Neutral: the "Manual of the practical Universal Language REFORM-NEUTRAL" (1912) by W. Rosenberger. So, I've just started to transcribe again, yet cannot promise to finish the work soon.
In the following table I'm showing the changes in the new spelling system and pronunciation, taking into account the detailed information found at the pronunciation parts of the French and German editions (uploaded by the same friend.) As you will see, the new system of 1912 gets similar to the spelling system of French:
