Academic Publishing Company, Elsevier, compromises on open access article in the Netherlands

I keep my eye out for articles the "open access" issue, but, unlike popular belief, I don't believe it is the right of the public to have access to the papers resulting from publicly available research. We are paying tax dollars for the advances to society, not for the academic articles.
