A Xerox copy of the Board of Review Binder must be delivered to the District Advancement Chair, or designee, before your board will be scheduled. PLEASE do not deliver your original binder. This may be done before or after the Proof of Advancement package is submitted to council.
The Board of Review Binder consists of three key items necessary to conduct a board.
□ 1. A hard copy of your completed Eagle Scout Leadership Project Workbook.
Your project will be evaluated primarily on impact, the extent of benefit to the benefiting organization and on the leadership your provided during the execution of the project. There must also be evidence of planning and development. This is not only part of the requirement, but relates to practicing our motto to “Be Prepared. While you can choose to submit an incomplete workbook the best way to show that you planned and developed your project is to provide the board a fully complete Eagle workbook including photos and other supporting information.
□ A. Re-read your workbook from start to finish to make sure that each block within the Contact Information, Project Proposal , Project Plan sections are complete and that before pictures or other attachments as well as the original signatures authorizing your project start (Proposal Page E) are included.
□ B. Many projects require that an Eagle Scout Service Project Fundraising Application be completed and submitted for district approval prior to fundraising. Review the Money Earning Application page to determine if the application was required for your project. If you failed to submit the application previously or changed your fundraising approach i.e. received donated materials or material discounts then an application is still required. If required, please complete the application and obtain the necessary signatures. This effort includes meeting with the beneficiary and donors to explain details included on the back of the form. Submit the application for approval as indicated the Money Earning Application page. If you have previously submitted an application and were approved then the approved application will be inserted into your Board of Review binder by the district chair.
□ C. Complete the ‘Project Report’ section of the Eagle Scout Leadership Service Project Workbook. Attach any “before,” “during,” and “after” photographs. See the Guide for Completing the Eagle Scout Workbook. Attach letters, maps, handouts, fundraising fliers, printed materials, correspondence, expenses or similar items that might be helpful to your Board of Review members. It is likely that some of the Board of Review members will not have visited your completed project so it is important that your completed workbook documents and describes all of the hard work and planning that you performed.
□ D. When you have completed your workbook, make a presentation to your Eagle Project Coach then schedule a presentation with your Unit Leader. They will review the contents of your workbook and attachments to make sure that your write-up is complete, accurate and that it meets all the requirements. Obtain your Unit Leader’s signature. You leader signifies by his signature that your project was planned, developed, and carried out by you, the Eagle candidate. You are encouraged to email an advance copy of your completed workbook to the District Committee at advancement.chair@gmail.com.
□ E. Obtain the benefiting organization representative's signature. While it is not required, most benefiting organizations will write a complementary letter thanking you for your service. If you receive such a letter add it to your Eagle Board of Review binder. It will provide additional evidence that you performed a "service project helpful to any religious institution, any school, or your community.” If the beneficiary does not provide a letter then the Board Chair may need to contact them to inquire about your project.
□ F. Optional - Once you have obtained the required signatures, email advancement.chair@gmail.com and the District Project Approval Representative who approved your workbook so that they may schedule a visit to observe your finished work. This will give the District Project Approval Representative firsthand knowledge of your project. This will also provide an opportunity to discuss the remaining tasks you need to complete before your board of review can be held.
□ 2. A hard copy BAC Ambition and Life Purpose Form which documents part 6 of the Eagle application. Board of review members will be interested in learning about your activities outside of Scouting and learning about your plans for the future.
□ 3. A hard copy of the BAC Eagle Information form. This form serves many purposes and provides input for: *The National Eagle application database. *Submission to the 'Eagle Project of the Year' award committee. * Inclusion in the Council recognition program handout.
□ After the original documents are prepared you should:
Make a Xerox copy of the documents and insert the copied documents into a 3-ring binder.
Add a cover sheet to the front of the Eagle Board of Review Binder showing your name and unit number.
Deliver the Xerox copy Board of Review Binder to the District Advancement Committee Chairman at 12 Fisk Circle, Annapolis, MD 21401. Simply wrap the binder in a plastic bag and place it inside the screen door. The District Project Approval Representative that sits on your board will return the binder to you at the end of your board.
Place your original documents in a second binder and bring the second binder to your board.
Meet with your advancement chair to check your Boy Scout Handbook and confirm that dates and merit badges agree with records that have been previously submitted to council. Bring your Boy Scout Handbook to your board.
When your Eagle Board of Review Binder has been received, checked for completeness by the District Advancement Chair and the Verified Application has been received from Council we will send the #6 email informing you and your Unit that you are recommend to schedule your Eagle board. You second binder will be provided to the District Project Approval Representative who will sit on your board so that they have an opportunity to become familiar with your project prior to the board of review. This binder will be returned at the end of the board.
When your board is scheduled please email a copy of you finished workbook and any project pictures to the board chair so the board members have an opportunity to review your work. You should also be sure to bring your original Board or Review Binder and BSA handbook to the board of review.
