Dr. Chi-Yuan Chen received his Ph.D. degree in Electrical Engineering from National Dong Hwa University in 2014. He is currently a Professor in the Department of Computer Science and Information Engineering at National Ilan University. In 2025, Dr. Chen was seconded to Fo Guang University to serve as a Professor in the Department of Applied Informatics, while concurrently holding the position of Director of Library and Information Office. His research interests include Network Security, Mobile Communication, and Quantum Communication. Dr. Chen has served as the Executive Editor-in-Chief of the Journal of Internet Technology (JIT). He previously served as an Associate Editor for IET Networks and IET Quantum Communication, and is currently an Associate Editor of IEEE Access, Human-centric Computing and Information Sciences (HCIS), Journal of Computers (JoC), and International Journal of Agile and Extreme Software Development (IJAESD). He has authored or co-authored more than 80 international journal and conference papers, including those published in IEEE Network, IEEE Communications Magazine, IEEE Access, IEEE Transactions on Information Forensics and Security, IEEE Transactions on Computational Social Systems, and IEEE Transactions on Consumer Electronics. In 2020, Dr. Chen was elected to the grade of a Senior Member of IEEE, and he was recognized as a Distinguished Member of the European Alliance for Innovation (EAI) in 2021. In addition, he holds various professional international certifications, such as SCJP, SCWCD, MCP, MCAD.Net, CEH, ISO 27001 LA, CCAI-CCNAS, EXIN Cloud, and CCSK.
