I am an Associate Professor of Public Economics at the University of Milan. My research lies at the intersection of public economics and regional and urban economics, with a particular interest in the role of public institutions and policies in shaping economic development, territorial outcomes and social welfare.
My work addresses public ownership and services of general interest, public investment and the evaluation of research infrastructures, fiscal decentralization and European policies, as well as smart cities, digital divides, urban inequality and regional development.
I am an author of the European Commission’s Guide to Cost-Benefit Analysis of Investment Projects.
I hold the Italian National Scientific Qualification as Full Professor in Public Economics, Economic Policy and Applied Economics.
