At the Wednesday,December 4, 2013, CANA meeting, Common Council
member Leah Golby lead a panel discussion on Payments in Lieu of Taxes
(PILOTS). She pointed out that the discussion of PILOTS needed to include
those involving tax abatements designed to encourage investment in the
city, and those that we might be able to obtain from not-for-profits
located in the Albany. As such, she included the other panel members so
that both types of PILOTS could be addressed.
•Bob Ward (member of Commission on Public-Private Budgetary Cooperation)
and he discussed the process of the Commission, the key findings of the
report provided to the Common Council on the costs associated with
providing certain essential City services to the exempt entities, and
presented CANA members possible next steps to obtaining voluntary
PILOTs.
•Martin Daley (former member of Albany IDA and CRC) and he discussed why
it's important for the IDA to be able to grant PILOTs and gave an overview of
the issues encountered.
•Mike O'Brien, also a Common Council member, wrapped up the by commenting
on both the report and the city's IDA.
