At best, install first this the Fallout INI extended, and then the configator, if your curious for more, read the rest.

uGridsToLoad will completely ignore those settings (iPreloadSizeLimit & uExterior Cell Buffer) and load a certain number of cells around you in the wasteland fully into the game. The Buffer Size and Preloads do not control that, only how much data is kept in memory when it's not actively being used.
The best case scenario you can expect from upping them is a bit less of a pause when running through the wasteland. Worst case, the game becomes unstable and crashes hard.
Overall I would suggest not touching these at all. I've tested Fallout on many a computer, and have yet to find any significant benefit to changing these settings as far as game stability, load times, or frame rate is concerned. I have, however, found that changing them (or uGridsToLoad) has a direct and measurable affect on the amount of crashing that one will experience.
uGridsToLoad should be a harmless setting to play with if you know how to restore your saves.
Your save becomes 'bound' to the value you specify and will crash the game if you try it with a lower value.
What you need to do is load the save with the value it was saved at, then refresh the ini, then save again.
Here's how:
1) Load the game you want to lower ugrids,
2) ALT-Tab to windows and modify the ini to the lower setting
3) Open the console and type the following:
refreshini
4) Save the game. The save you create now will work at the uGrids you got in the ini.
Other methods involving saveini should not be used, as it save things to the ini, which should not be there, and that appaerntly gives a red tint on the menu.
Always make uGrids an odd number.Change interiorcellbuffer to 3. Or just delete that setting. It does not need to be messed with.
Here's the formula for uGrids
(uGrids + 1)^2 = Exterior cell buffer
For example, default ugrids is 5... what is (5+1)^2? That's right, 36... which is the default exterior cell buffer setting. :)
Enjoy. Exterior/interior cells do NOT work the way you expect them to, btw, so raising them without reason will harm performance and stability.
