Rule 0: The card is usually right: As a general rule the power card text from a character sheet is more likely to be correct as that text gets updated with the errata when the DDI Character Builder gets updated.
Combat
Full Attack Action: Any PC or NPC/Monster that has action points may trade in their move action for a basic attack.
Whiffer: All Daily and Encounter power are considered to have the keyword "Reliable". If the player uses or benefits from the power in any way it is considered spent. The player may choose to forgo the use or benefit to not discharge the power.
Shifty: A shift only costs a minor action. (Yes, that means you could shift three times in a round.)
Healing
Extra Winds: You can take Second Winds twice per encounter, three times at paragon, four at epic.
Double Winds: All Second Wind actions taken outside of combat are worth double HP. (This is basically what a cleric...I mean a leader will be able to provide with bonuses anyway).
