The name of the organization shall be the Arden Place Neighborhood Association.
The purposes of the Association shall be:
To promote the welfare of the neighborhood and its residents;
To improve the infrastructure and maintain the integrity of the neighborhood ;
To work together on problems, issues, and activities of common concern; and
To provide a voice for the members of the Association.
Membership in this Association shall be restricted to adults owning property or residing in the subdivision known as Arden Place in the City of Bloomington, Indiana, and within the following areas:
The 1700-2000 blocks of Arden Drive,
The 1700-2000 blocks of Windsor Drive,
The 1700-1800 blocks of Oxford Drive,
The 1700-1800 blocks of Wilton Drive, and
The 1712-1816 addresses on High Street.
To become a member, one must register with the Association secretary. Any member shall have the right to vote at meetings of the Association, with voting privileges limited to one vote per house.
The Association shall have the right to collect voluntary dues for the support of the Association. Voluntary dues shall be $20.00 per year per house.
The Association shall elect four officers who will serve as the Executive Committee consisting of a president, vice president, secretary, and treasurer. Each officer will serve a two-year term and may be reelected by simple majority. Each year, at least one officer will be elected. Officers will organize themselves as an Executive Committee and will appoint standing committees and may themselves serve on one standing committee. The Executive Committee is responsible for conducting annual elections.
--The President shall be responsible for convening and conducting regular and special meetings and for reporting to the Association on community problems and activities.
--The Vice President shall see that all committee positions are filled and assure that the Association is represented with the City of Bloomington.
--The Secretary shall record and maintain minutes of meetings, including records of attendance. The secretary shall verify and maintain the Association's membership roll and maintain records of officers and committees.
--The Treasurer shall receive dues, maintain financial records, and pay bills.
Regular meetings shall be held at least annually at a convenient nearby location. Meetings shall be conducted according to abbreviated Roberts Rules of Order (motions carry by majority).
The Executive Committee may call meetings with 10 days' notice by e-mail, phone call, or newsletter. A meeting may be called by a request, submitted to a member of the Executive Committee, from at least 15 households with current membership.
Members of the Association are urged to volunteer to serve on standing committees. No more than one person per house may serve on any one committee. An individual is limited to serving on no more than two committees, including the Executive Committee, at any one time. Each committee shall consist of at least three members, and members of the committees shall be appointed by the Executive Committee.
Shall publish and distribute an Association newsletter.
Shall contact members on matters of importance to the Association.
Shall maintain Arden Place neighborhood entrance signs.
Shall develop and maintaincommunication with the City of Bloomington agencies.
Shall develop ideas for proposals to the City that will benefit the Association and bring proposals for grants to the membership for consideration.
Shall coordinate and submit approved proposals to obtain grants for the Association.
Shall propose and coordinate special events, including the annual 4th of July parade.
Shall serve as the nominating committee for the annual election of officers.
Shall contact and welcome new residents to Arden Place.
These by-laws may be amended by majority vote at any regular or special meeting as long as attendance at that meeting equals or exceeds members representing 15 (fifteen) different households.
