The choice of Energy Saving Technical Change depends on energy prices and the pace of Investment Specific Technical Change. According to our theory, Investment Specific Technical Innovations may bring simultaneously an acceleration in Energy Saving Technical Change and a rebound effect in aggregate energy demand. Spain is a case of too high output growth given the low observed TFP. Here we argue that the investment rate in Spain in structures is inefficiently high. We sustain this inefficiently high investment rate with subsidies. This high investment rate drives growth, but TFP is low because ISTC is low. We also show that housing booms affect the measurement of TFP.
