Trello is a virtual, collaborative T-Card system that can be used for resource tracking on Incidents. Sign up for a free account at https://www.trello.com. Check-in makes the card for each resource when they check-in, Ops assigns them to Divisions, and Resources uses that to make the IAP. Changes happen in real-time for all users. Within each card you can track information like RO#, supervisor name, phone number, last work day, and more.
