Suriname: team leader of the mid-term review of the VLIR-UOS inter-university cooperation programme with the Anton de Kom University of Suriname. The evaluation was commissioned by the University Development Cooperation Secretariat (UOS) of the Flemish Inter-university Council (VLIR).

Philippines: team leader of the final external evaluation of the VLIR-UOS inter-university cooperation programme with the Saint Luis University and the Benguet State University in the Philippines. The evaluation was commissioned by the University Development Cooperation Secretariat (UOS) of the Flemish Inter-university Council (VLIR).
2009
EU-Asia Higher Education Platform: EuropAid funded project to stimulate collaboration in higher education between Europe and Asia, implemented by EUA, DAAD and Nuffic. Acted as co-ordinator of the Nuffic contribution and was convenor of one workshop in Kuala Lumpur and one Symposium in Bangkok.
Tanzania, Ethiopia, Vietnam, Ghana, South Sudan: performed short missions to five countries to introduce the Nuffic administered programme called Netherlands Initiative for Capacity development in Higher Education (NICHE) and to discuss possibilities for programme interventions with local authorities and stakeholders.
2008
Bangladesh: team leader of the Review of the Institute of Educational Development of the BRAC University. The review was commissioned by the three sponsoring donors: The Netherlands, Switzerland and Norway.
Bangladesh: team leader of the Review of BRAC Education Programme - I (2004-2009) and Appraisal of BRAC Education Programme – II (2009-2014). The assignment was commissioned by BRAC Education Programme and the Donor Consortium which supports the programme.

Indonesia: identification of cooperation opportunities with nine higher education institutions in East Indonesia (Papua, Maluku, Nusa Tenggara Timur) in the framework of the Dutch sponsored NPT and NFP programmes. The identification assignment was commissioned by the Capacity Building and Fellowships Directorate of Nuffic.
Cuba: team leader of the evaluation of the VLIR-UOS inter-university cooperation programme with the Universidad Central ‘Marta Abreu’ de Las Villas, Santa Clara, Cuba. The evaluation was commissioned by the University Development Cooperation Secretariat (UOS) of the Flemish Inter-university Council (VLIR).
Belgium: Team leader of the ‘Study on donor policies and implementation modalities with regard to international postgraduate programmes targeting scholars from developing countries’. This study was commissioned by the Flemish Interuniversity Council, University Cooperation for Development (VLIR-UOS).

Sweden: overall team leader of the evaluation of the Sida/SAREC bilateral research cooperation programme (2000 – 2005). The evaluation was commissioned by the Sida Department for Evaluation and Internal Audit.

Ethiopia: overall team leader of the Joint Annual Review Mission of the Education Sector Development Programme, and member of the Amhara regional team. Contracted by the Swedish Embassy in Addis Ababa.

Various countries: team leader of the evaluation of the NUFU Agreement, a Norwegian funded research cooperation programme between universities and research institutions in Norway and their counterparts in 22 developing countries. The evaluation started in November 1999, had a duration of 7 months and involved field visits to 7 counterpart institutions in the South. The evaluation team had an international composition and worked side by side with local consultants. Commissioned by the Royal Ministry of Foreign Affairs of Norway.

Ghana / Netherlands: in collaboration with the research and evaluation staff of the Non-formal Education Department, review the existing Monitoring Information System. Design and implementation of a Pilot Survey to test the efficiency and effectiveness of the existing MIS system, procedures and instruments. On the basis of the findings, re-design the system, its instruments and procedures. Development of modules for the training of NFED staff at all levels in MIS tasks and procedures. Incorporation of the new instruments and guidelines for their proper utilization, as well as the training modules in a manual (World Bank).
