Dr. Botchkarev is a public service practitioner, consultant and researcher with contributions to simulation, implementation and evaluation of complex systems in information management and aerospace. He has 40 years of experience in operations research, data and information systems development, management and quantitative evaluation, leadership, project management, systems analysis, modelling and simulation, business processes analysis, requirements analysis and relationship building.

As a Senior Information Management Advisor at the Ontario Ministry of Health and Long-Term Care (MOHLTC), he leads large and complex projects for the design, development, implementation and maintenance of information and data management applications, and related standards, models, processes and tools. Provides expert opinions and recommendations to senior management on the MOHLTC strategic direction and policies related to data and information management, datasets and information systems development, management and quantitative evaluation.

Dr. Botchkarev is active with IEEE and several other professional organizations.
