Last week the UK Government published a technical consultation on a policy framework to grow the market for low carbon industrial products, seeking views on how to deliver policies to grow the market for low carbon industrial products (with an initial focus on steel, cement, and concrete).
The measures being consulted on include:
The Embodied Emissions Reporting Framework (EERF)
Product classifications (to help set definitions for what constitutes a low carbon product)
Green procurement of low carbon products
Longer-term policy options (including ecolabelling, mandatory product standards, and options for expansion to other industrial sectors)
This consultation is part of the Industrial Strategy’s plans to support the shift to low-carbon energy in the production of critical inputs which lay the foundations for much of industry in this country. The consultation is published alongside the Clean Energy Industries Sector Plan, as part of the modern Industrial Strategy, a ten-year plan to boost investment, create good skilled jobs and make Britain the best place to do business.
This consultation is designed to gather a wide range of views and evidence from stakeholders, both within the UK and internationally, to facilitate the policy making process and inform decision making.

The consultation will be open for 12 weeks, closing on 15 September 2025.
