MTSS, or Multi-Tiered System of Support, is an education framework that uses data to match students' needs with instructional resources and assessments of their academic and social-emotional behaviors. The goal is to provide personalized support to students who have learning, social, emotional, or behavioral difficulties so they can learn and be successful.
MTSS typically has three tiers of support:
Tier 1: High-quality classroom instruction and support for all students
Tier 2: Targeted support to address a student's skill gaps
Tier 3: Intensive support, usually provided in smaller groups and more often
MTSS also includes other elements, such as:
Universal screening
Teachers assess the skills of all students early in the school year to identify who may need additional support
Integrated plans
Teachers, counselors, psychologists, and other specialists work together to create plans that address students' needs.
Professional development
Staff receive training to provide interventions and monitor student progress.

Data is used to make decisions about instruction, resource allocation, and more
