The project to devise a seal for the Senate of Virginia was initiated in 1973 by the late Senator James D. Hagood of Clover, Virginia, when he was President pro tempore.
A resolution was introduced to authorize the design of the seal and Senator J. Harry Michael, Jr., of Charlottesville, was selected to head the project.
The Senate seal was designed by Her Majesty's College of Arms in London. It was formally presented to the Senate on January 22, 1981.
