Image manipulation is when images are enhanced, manipulated, altered or modified in a way that's pleasing to our eyes or to obtain a certain effect for certain reasons/goal objective we have in mind. Basically, it is anything that changes an image from its original state.
You can use free software like Gimp or pay for the likes of Adobe Photoshop, that professionals use. Some things you could do are removing blemishes on a face, changing backgrounds, smooth out rugged areas, cropping, changing to black & white, combining multiple elements etc.
You can do some cool things!
