COMMUNITY EXTENSION AND PRODUCTION FRAMEWORK

1. PLAN Phase

• Community Needs Diagnosis & Research: The Department of Community Extension and Production through the Community Extension Services Office identifies priorities of the partner community in the domains of livelihood, literacy, health, environment, and support. (Evidence: Community Needs Assessment Reports, Community Development Plan, FGD Minutes)

• SDG & PLO Alignment: Identified needs are mapped directly to specific Program Learning Outcomes (PLOs) of academic disciplines and relevant Sustainable Development Goals. (Evidence: Program-Level Development Plans)

2. DO Phase

• Specialized Production: Through research, academic departments generate tangible, specialty-driven products, technology, or service modules utilizing their specific academic expertise. (Evidence: Research Outputs, PROBERS)

• Extension & Production Execution: Implementation of research-based programs delivering these specialized outputs to the partner communities to meet long-term objectives set during the community needs assessment and community development plan (Evidence: MOUs/MOAs, Outreach/Extension Reports, Attendance Sheets, Photo/Video Logs)

3. CHECK Phase

• Community Development & Innovation: The institution documents how beneficiaries use, adapt, or improve the program-specific output and whether the intervention contributes to functional changes or locally developed practices. (Evidence: Next cycle of Community Needs Assessment, Sustainability/Exit Plan through Community Development Plans)

• Monitoring & Evaluation: This includes tracking of the implementation progress, resource utilization, and immediate participant adoption of specialized outputs. (Evidence: Beneficiary/Volunteer Evaluation, 3rd Party Impact Assessment)

4. ACT Phase

• Impact Assessment: The institution assesses longer-term changes in socioeconomic conditions, learning, health, the environment, or community capacity against the baseline indicators and intended outcomes. (Evidence: 3rd Party Impact Assessment Studies, Beneficiary Testimonials, Minutes of the Meeting)

• Sustainability & Continuous Improvement: The institution and the partner community use assessment findings to improve, sustain, scale, transfer, or conclude the intervention. The decision assigns ownership, resources, and next steps and informs the next needs diagnosis. (Evidence: Sustainability/Exit Plans, Community Extension and Curriculum Enhancement Proposals)

5. Advocacy

Grounded on the institution’s vision and mission, extension programs through the Oplan M.A.L.A.S.A.K.I.T. framework aims to provide sustainable community service towards the attainment of a better quality of life through linking quality education, training, research and community service.
