According to the Circular No. 16/2025 dated 1 August 2025, the following amendments regarding the five sections, as set out in The Scout Association of Hong Kong’s “Policy, Organisation and Rules”, have been approved by the Executive Committee and are now effective immediately. Details are as follows:
2.32 Group Composition and Organisation
Rule 2.3.3 The Grasshopper Scout Ring
(c) Age range: four years to seven years.
* Upon reaching the 8th birthday, the Grasshopper Scout status will automatically cease.
Rule 2.3.4 The Cub Scout Pack
(e) Age range: six years to eleven years.
* Upon reaching the 12th birthday, the Cub Scout status will automatically cease.
Rule 2.3.5 The Scout Troop
(f) Age range: eleven years to fifteen years.
* Upon reaching the 16th birthday, the Scout status will automatically cease.
Rule 2.3.6 The Venture Scout Unit
(d) Age range: fifteen years to twenty years.
* Upon reaching the 21st birthday, the Venture Scout status will automatically cease.
Rule 2.3.7 The Rover Scout Crew
(d) Age range: eighteen years to twenty-five years.
* Upon reaching the 26th birthday, the Rover Scout status will automatically cease.
Notes:
1. Amended the wordings to clearly define the source of the Elected Members of the Council of the Association.
2. The minimum age of entry into the Cub Scout Section was lower from seven years and six months to six years after taking the current situation into account. The age range of other sections were revised for the purpose of clearer expressions.
The Scout Association of Hong Kong has established a Sectional Review Task Force to examine the age range distribution of each section and to revise the training scheme so as to keep pace with the times and meet the needs of members. At present, the Task Force has completed recommendations on the age ranges and development characteristics of each section. The next step will be to plan the training content and progression for each section, and to align them with various activities. The Youth Council will also provide input to support this work. Our goal is to complete the revision framework by June 2025, carry out consultations, and implement a trial run in the new academic year.
The 4th World Scout Education Congress was held from December 1 to 3, 2023, at Cité Internationale Universitaire de Paris in France. The theme was “Reimagine education in Scouting.”

The Scout Association of Hong Kong presented an academic paper titled “Youth Development through Nurturing and Cultivation of Values Education.” This paper was selected as one of the official congress documents for the 4th World Scout Education Congress.
The authors are Mr. William Cheung, Deputy Programme Commissioner (Section) of yhe Scout Association of Hong Kong, and Mr. Nathan Poon, Chairman of Venture Scout Council.
Our association is committed to promoting Scouting and providing equal opportunities. When Scout leaders and examiners assess members with special educational needs, it may be necessary to adjust the requirements of the assessment.
In JUPAS, all applicants can fill in their Other Experiences and Achievements in Competitions / Activities (OEA), for the universities and institutions to consider their non-academic performances in the applications. All scout members can also fill in the scout experiences and achievements in the OEA section.

Since 2009, the Scout Association of Hong Kong has implemented the Scout of the World Award for Rover Scouts and youth leaders. The award has been further extended to the Venture Scout Section to encourage more youth members to participate and to enhance their awareness as global citizens.
In 2015, the World Organization of the Scout Movement (WOSM) launched the Better World Framework to encourage Scout organizations worldwide to support youth in developing various service actions within their local communities, contributing to the United Nations Sustainable Development Goals (SDGs).
